Establishes a youth advisory commission within the office of youth services to advise the governor and legislature on issues relating to youth. Appropriates funds. (SD1)
Part I: Appropriates funds for establishing, staffing, and operating two mobile clinics to serve the homeless population. Part II: Appropriates funds for establishing three specialty shelters to temporarily house and serve homeless individuals. Part III: Appropriates funds to the department of human services to study the impact and feasibility of creating an integrated database of certain information related to homeless individuals for providers of homeless services. Part IV: Requires the department of human services to establish puuhonua safe zones where homeless persons may reside. Appropriates funds. Part V: Appropriates funds for homeless outreach services and storage of homeless people's property. Part VI: Appropriates funds for outreach services to homeless persons with serious and persistent mental illness. Appropriates funds for services for homeless persons experiencing substance abuse. Part VII: Appropriates funds to assist the department of transportation with homelessness-related issues pertaining to security, health, and safety. (SD1)
Exempts the development of affordable housing projects developed in the urban core by the Hawaii housing finance and development corporation from environmental assessment and environmental impact statement requirements.
Creates a permanent weed and seed strategy within the department of labor and industrial relations, office of community service. Appropriates funds subject to federal funding.
Increases the fines for violations of use of mobile electronic devices while operating a motor vehicle.
Increases the fine for failure to use a seat belt.
Repeals the statute authorizing the assessment of a special fund for departmental administrative expenses.
Establishes the maritime industry grant program. Appropriates moneys to fund the grant program. Takes effect 1/7/2059. (SD1)
Defines emergency shelter to mean a homeless facility designed to provide temporary shelter and services to homeless families or individuals. Allows homeless shelter stipends to be adjusted at the end of each year based upon achievement of performance measures. Requires homeless shelters to have no fewer than one shower, one sink, and one toilet per twenty-five residents and the minimum area of each partitioned space to be determined by the number of residents and capacity of the shelter. Authorizes, rather than mandates, that emergency shelters have partitioned space for each homeless family or individual that provides separation from other homeless families or individuals in the shelter. Establishes that the storage space at a homeless shelter shall be determined by each shelter's space availability. Removes DHS's authority to require shelters to comply with additional requirements. Creates the offense of criminal property damage to a public restroom if a person intentionally or knowingly damages a toilet, urinal, bathroom stall, mirror, or sink so as to render it unusable. Defines public restroom. Establishes penalties. Takes effect on 1/7/2059. (SD1)
