Prohibits certain large vehicles of more than 10,000 pounds from being driven on the far left lane of any roadway having three or more lanes, with certain exceptions. Establishes a fifty-five mile per hour speed limit for trucks having a gross vehicle weight rating in excess of 10,000 pounds.
Requires DOH to develop guidelines for the mandatory disclosure of cesspools on real property.
Allows transient accommodations brokers to register as a tax collection agent on behalf of all of its operators and plan managers. Requires registered transient accommodations broker tax collection agent's operators and plan managers to obtain licensure. Requires all registered transient accommodations broker tax collection agents to inquire and ensure that the transient accommodation is in compliance with all pertinent state and county land use laws. Requires the operator or plan manager to provide verification of compliance with county land use laws in the form of a written certification, verification, or permit issued by the appropriate county agency.
Clarifies Hawaii's employment security law for independent contractors. Includes twenty factors to be used as guidelines when determining whether an individual could be an independent contractor. Retains the ability of the department of labor and industrial relations to determine if an individual is an independent contractor. Requires the director of labor and industrial relations to report to the legislature prior to the regular session of 2018 regarding guidelines developed by the unemployment insurance coverage committee. Requires an annual report to the legislature regarding covered employment determinations.
Appropriates funds to the Hawaii emergency management agency for the purpose of supporting community resilience and preparedness programs.
Authorizes the issuance of $3,300,000 in general obligation bonds and appropriates funds for the construction of a new ferry pier at Lahaina small boat harbor. (SD1)
Establishes the objective of eliminating all imported fossil fuels for ground transportation by 2045. Updates the State's clean energy initiative program to reflect the State's target of achieving a one hundred per cent renewable energy economy by 2045.
Extends the lapse date for the mitigating of hazardous situations appropriation from June 30, 2017 to June 30, 2019.
Appropriates funds for the land use commission to establish one full-time equivalent (1.0 FTE) planner IV position to monitor and ensure compliance of any conditions required by the land use commission regarding land use within the four major land use districts. (SD1)
