Specifies that coverage for telehealth under the State's medicaid managed care and fee-for-service programs includes psychiatric services provided by a collaborative care team consisting of a primary care provider, a behavioral health care manager who is present in the primary care provider's office, and a psychiatric consultant whose services may be delivered through telehealth. Appropriate moneys to DOA to enhance the biosecurity program by funding invasive incipient species management programs. (SD1)

Establishes the multinational lunar architecture alliance to be administratively attached to the office of aerospace development in the department of business, economic development, and tourism to guide the development and implementation of a prototype lunar architecture in the county of Hawaii. Requires the alliance to conduct its first teleconference by 8/1/17. Requires the alliance to stage a lunar development summit in Hawaii county in October 2017.

Establishes the agriculture accelerator program to authorize the agribusiness development corporation to provide grants and invest in existing or new agriculture businesses approved by the board of directors of the ADC in return for equity in those agriculture businesses. Establishes an agriculture accelerator special fund to provide funds for the agribusiness development corporation to provide grants to and invest in agriculture businesses under the agriculture accelerator program. Requires a portion of the environmental response, energy, and food security tax to be deposited into the agriculture accelerator special fund. Takes effect 7/1/2050. (SD1)

Authorizes the issuance of general obligation bonds for design, plans, material, construction, and equipment for an extension of the Lahaina bypass road from north Keawe street to beyond Puukolii road.

Expands the National Board Certification Incentive Program to provide monetary incentives to school psychologists.  Authorizes continuing bonuses for school psychologists in certain designated schools that improve and no longer carry a certain designation.

Authorizes the issuance of general obligation bonds to fund construction of affordable housing development projects. Appropriates moneys for homelessness mitigation and prevention efforts.

Amends the environmental response, energy, and food security tax to allocate a portion of the proceeds to the Hawaii agricultural development revolving fund. Directs funds deposited into the Hawaii agricultural development revolving fund through the environmental response, energy, and food security tax to be expended to acquire agricultural land and to assist with food sustainability. Takes effect 7/1/2050. (SD1)

Appropriates funds to DOH and DHS, including the office of youth services, to provide homeless outreach services. (SD1)

Clarifies purposes for which moneys from the electronic device recycling fund may be expended. Makes an appropriation as a grant-in-aid to the counties of Hawaii, Kauai, and Maui for expenses related to the collection services associated with handling and collecting electronic devices for recycling. (SD1)
