Amends the composition of the Board of Regents of the University of Hawaii, and reduces the number of board members from 15 members to 11 members. Specifies terms of holdover board members. Specifies that the Board of Regents shall hold the president of the University of Hawaii and university administration accountable for decisions, actions, and leases that incur additional costs to the university. Requires an owner or occupier of agricultural land to notify the Land Use Commission of the agricultural uses for which land was subdivided. Grants the Commission enforcement authority over conditions, restrictions, uses, and subdivision of agricultural lands, including the right to enter and inspect lands, issue orders, and impose fines or liens for violations. Requires financial disclosure statements of state agency executive directors to be public records available for inspection and duplication.
Proposes an amendment to article X, section 6, of the Hawaii State Constitution to repeal the requirement that the Governor make appointments to the University of Hawaii Board of Regents from pools of qualified candidates presented to the Governor by the Candidate Advisory Council for the University of Hawaii Board of Regents. Requires a public school that has a career and technical education program to review all geographic exceptions applications and make a determination whether to allow students to enroll in career and technical education programs in schools outside the Department of Education service area in which the student resides. Requires the Hawaii Climate Change Mitigation and Adaptation Commission to prioritize nature-based solutions in its climate change mitigation and adaptation efforts and assess risk transfer market mechanisms that promote investments in nature to reduce the risks of climate change.
