Authorizes the Hawaii Housing Finance and Development Corporation, at the request of the Hawaii Community Development Authority (HCDA), to establish and operate transit-oriented development infrastructure improvement zone subaccounts within the dwelling unit revolving fund for the benefit of infrastructure improvement projects within a transit-oriented development infrastructure improvement zone. Requires HCDA to develop a transit-oriented development infrastructure improvement zone program to foster infrastructure development by strategically investing in public facilities. Appropriates funds to HCDA for staff necessary to develop and manage the transit-oriented development infrastructure improvement zone program. Effective 7/1/2050. (SD2)

Requires the department of health to coordinate with each county water and sewage department to establish a low interest loan program for the upgrade or conversion of cesspools in each county to aerobic treatment unit systems.
Establishes a Homeland Security and Resiliency Council to identify electric grid and other critical infrastructure needs and provide recommendations for enhancing the State's grid and critical infrastructure resiliency. Appropriates funds. (SB609 HD1)
Authorizes a pharmacy to provide a customized patient medication package to any patient of an institutional facility or any member of the general public, subject to certain conditions.
Exempts persons who are employees of real estate management divisions within companies or corporations incorporated, organized, or formed outside the State from the State's real estate license requirement provided that the employees may negotiate only up to five commercial leases and are duly licensed in their state of domicile.
Amends the formula for the amount of transient accommodations tax to be collected from time shares by increasing the base on which time share occupancy is taxed from one-half of the gross daily maintenance fees paid by the owner and attributable to the time share unit to an amount equal to all of those fees. Effective 1/1/2020. (SD2)
Requires the Department of Health to convene a working group to develop a universal symbol, quality control procedures with a focus on a retail product recall system, and standards, regulations, and protocols for the manufacture and sale of edible medical cannabis products. Defines digital media account. Prohibits contracts that prohibit, limit, or restrict the transfer of a digital media account upon the account holder's death, and provides for the transfer of a decedent's digital media account to a devisee or heir.
Authorizes the State to enter into a mutual assistance agreement with an out-of-state utility or other energy provider in order to restore power and utility service to the State, without regard to any regulatory law, in times of an emergency or natural disaster. Effective 7/1/2050. (SD2)
Amends the distribution of the transient accommodations tax by changing the amount distributed to the counties from a fixed sum to a percentage of the revenues collected. Ties the amount of revenue distributed to the tourism special fund to the Honolulu region consumer price index or a successor index.
