Excepts from the definition of historic property any private residence that has not been entered, or nominated by the owner of the residence for entry, onto the Hawaii register of historic places. Clarifies that nothing in section 6E-10, Hawaii Revised Statutes, shall be construed to require review by the department of land and natural resources for a project on a private residence fifty or more years old that has not been entered, or nominated by the owner of the residence for entry, onto the Hawaii register of historic places.

Proposes a constitutional amendment to require the gubernatorial nominee of each political party following the primary election to appoint a person from the same political party as a running mate for lieutenant governor in the general election.

Clarifies what pedestrians are required to do in a crosswalk in response to a countdown signal.
Requires boundary amendments reflected in certain plans to be adopted in accordance with the approved plans, upon approval by the county land use decision-making authority, with concurrence from the land use commission. Increases housing inventory by prioritizing funding for public infrastructure in areas of planned growth, and provides a streamlined approval process for those projects.
Limits the term of certain public land leases, including any extensions, to no more that thirty-five years.
Allows probable cause for fireworks offenses to be established from statements from witnesses and photographs, video, and other recordings authenticated by witnesses. Simplifies definitions of aerial device, articles pyrotechnics, consumer fireworks, display fireworks, and fireworks. Establishes offense applicable to property residents for aerial devices possessed or set off on their property by others.
Specifies that no property shall be forfeited unless the owner or interest-holder of the property has been convicted of a covered offense or indicted for a covered offense and there is a significant risk that the property will be destroyed or otherwise made unavailable, and the State has met its rebuttable presumption for forfeiture. Requires the State to show by clear and convincing evidence that a claimant's interest in the property is subject to forfeiture.
Beginning with the 2020-2021 school year, requires all public, private, and charter schools in the State to establish a program within the health education curriculum for students grades nine through twelve to provide instruction in cardiopulmonary resuscitation. Specifies instruction requirements. Waives liability for instruction under certain circumstances.
