Conforms state debt limit statements laws to include tax increment bonds if a constitutional amendment authorizing the use of such bonds and excluding such bonds from determinations of the counties' funded debt is ratified.

Repeals the requirement that passenger cars obtain a certificate of inspection.
Prohibits certain large vehicles of more than 10,000 pounds from being driven on the far left lane of any roadway having three or more lanes, with certain exceptions. Establishes a fifty-five mile per hour speed limit for trucks having a gross vehicle weight rating in excess of 10,000 pounds.
Provides that the submission of a voter registration application either to register to vote or update the voter's registration information constitutes a request for permanent absentee voter status unless the applicant specifically indicates the applicant does not wish to be a permanent absentee voter.
Requires a mandatory manual recount of election ballots in any election for any office when the margin of victory is equal to or less than one-half of one per cent of the ballots cast. Makes an appropriation.
Requires two hours of annual in-service training in suicide prevention for all teachers, principals, and school counselors.
Includes felons in the exception to the minimum wage category.
Creates a state lottery to begin by 1/1/2020. Creates the state lottery commission, state lottery account, and lottery administration account. Requires certain amounts of lottery revenues to be deposited into the administrative account, general fund, and special funds for university and public school facilities and operations.
Repeals provision requiring light transmittance of no less than thirty-five per cent on side and rear windows of certain vehicles using sun screening devices and glazing material. Expands exemption from regulation of sun screening side windows and rear windows of certain motor vehicles, including passenger vehicles, provided that the vehicles are equipped with rearview mirrors.
Appropriates funds for provisions related to education.
