Establishes the photo red light imaging detector systems program. Authorizes counties to administer the program. Requires proceeds of fines to be expended in the county from which they were collected for operation of the program. Makes an appropriation.

Establishes a state lottery commission to implement a lottery, of which excess proceeds are deposited into the pest inspection, quarantine, and eradication fund to prevent the introduction of, and control the spread of, invasive species. Authorizes the commission to establish multistate lottery games. Appropriates funds.
Requires the office of the lieutenant governor to establish a system to track the mailing and receipt of ballots returned by mail. Requires the county clerks to notify the office of the lieutenant governor immediately upon mailing and receipt of absentee ballots by mail. Appropriates funds to the counties.
Establishes the Hawaii apprentice hunting license program. Allows a license holder to participate in hunting under certain conditions.
Appropriates funds to the Department of Land and Natural Resources for the operations of the Aha Moku Advisory Committee. Appropriates funds to hire an expert on natural and physical environment to serve in a full-time equivalent position on the committee.
Requires a nine-month holding period before disposition of forfeited property by the attorney general. Establishes a claims process for a legal owner to pick up forfeited property within sixty days following the mandatory nine-month holding period, including notification requirements, if certain conditions are met.
Authorizes forfeiture of certain ERS benefits, pursuant to court order, for state or county employees and designated beneficiaries who are convicted of an employment-related felony.
Allows voters in a primary or special primary election to vote for any candidate for any office without regard to the voter or candidate's political party preference. Advances the top two candidates in a primary or special primary election, regardless of political party, to the general election.
Appropriates funds for ‘Imi Ho‘ola student stipends or for other ‘Imi Ho‘ola student support programs at the discretion of the department of native Hawaiian health of the John A. Burns school of medicine.
Changes the tip credit from a fixed amount to a percentage of hourly tips claimed by the employee as income.
