RELATING TO FIREARMS.

Amends the prohibition on certain assault weapons to include .50 caliber rifles and assault weapon attachments. Modernizes the prohibition on assault pistols to include pistols with one or more prohibited feature. Prohibits firearms other than pistols with a detachable magazine with over a twenty round capacity. Prohibits persons from bringing or causing to be brought into the State a .50 caliber rifle or assault weapon attachment. Prohibits the sale or transfer of a .50 caliber rifle or assault weapon attachment in the State, unless the .50 caliber rifle or assault weapon attachment is sold or transferred to an authorized individual. Creates exceptions for the acquisition and possession of prohibited firearms for members of law enforcement and the military. Takes effect 4/14/2112. (SD1)

RELATING TO HEALTH CARE WORKERS.

Establishes heightened penalties for the assault and terroristic threatening of health care workers. Clarifies the definition of "terroristic threatening" to include the methods of contact. Takes effect 12/31/2050. (SD1)

RELATING TO ELECTIONS.

Specifies that the practice of election fraud intimidation includes carrying any firearm or weapon and photographing the face of any voter without permission from both the voter and an appropriate election official when those actions occur at or near a voter service center, place of deposit, or polling place.

RELATING TO ADVERTISING.

Exempts billboards and outdoor advertising devices displayed with authorization of the Stadium Authority within the stadium facility, including outdoor advertising devices for naming the stadium facility under certain conditions. Exempts outdoor advertising devices displayed with authorization of the Hawaiʻi Tourism Authority in or on the Convention Center facility, including outdoor advertising devices for naming the Convention Center facility under certain conditions. Exempts outdoor advertising devices for the stadium facility and the Convention Center facility from regulation by the counties, including outdoor advertising devices for naming the stadium facility and Convention Center facility. RELATING TO THE RESIDENTIAL LANDLORD-TENANT CODE.

Requires landlords to change or rekey all locks to a residential property before the tenant's date of initial occupancy for any lease period of six months or longer. Provides a grace period of thirty days after the tenant's date of initial occupancy.

RELATING TO THE HAWAII TOURISM AUTHORITY.

Reduces the number of members on the Hawaiʻi Tourism Authority Board of Directors and number of members that constitute a quorum. Makes certain amendments to membership eligibility. Prohibits holdover board members of the Hawaiʻi Tourism Authority from holding office beyond the commencement of the next legislative session following the expiration of the member's term of office. RELATING TO AGRICULTURE.

Expands the criminal offense of false labeling of Hawaiʻi-grown coffee to include roasted coffee. Imposes a $10,000 fine for each separate offense of false-labeling of Hawaiʻi-grown roasted coffee. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation for 1.0 FTE enforcement position within the Department of Agriculture. Takes effect 7/1/2040. (SD1)

RELATING TO LAHAINA WILDFIRE RECOVERY.

Establishes the Lahaina Recovery Oversight Commission within the Department of Accounting and General Services to oversee and guide the recovery of Lahaina from the 2023 wildfires. Requires the Office of Enterprise Technology Services to assist in establishing a website for the Commission. Requires annual reports. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation. Takes effect 7/1/2112. (SD1)

RELATING TO UNLAWFUL SHIPMENT OF TOBACCO PRODUCTS.

Until 6/30/2025, exempts from the offense of unlawful shipment of tobacco products the shipments of large cigars and pipe tobacco sold to a consumer in the State through the Internet under certain circumstances. Defines "pipe tobacco". Takes effect 7/1/2040. (SD1)
