RELATING TO CEMETERIES.

Authorizes the Director of Commerce and Consumer Affairs to appoint an organization as the limited owner of a cemetery, under certain circumstances, for the purposes of filing complaints and engaging in certain security and perpetual care activities for the cemetery. Requires an appointed limited owner of a cemetery to submit annual progress reports to the Department of Commerce and Consumer Affairs. Takes effect 7/1/2040. (SD1)

RELATING TO ENERGY.

Renames the Hawaiʻi State Energy Office as the Energy Division and makes it a division of the Department of Business, Economic Development, and Tourism. Renames the Chief Energy Officer as the Chief Energy Administrator. Clarifies the duties of the Energy Division. Transfers functions. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025. Makes an appropriation. (SD2)

RELATING TO RENT CONTROL.

Prohibits a landlord from renting or leasing, or offering to rent or lease, a dwelling unit in a rent-controlled county at a rate that exceeds the rate established by resolution adopted by the appropriate county council, subject to certain exceptions. Applies to any county having a population greater than 120,000 but less than 180,000. Repeals 7/1/2029. Takes effect 7/1/2030. (SD2)

RELATING TO CAPITAL IMPROVEMENT PROJECTS.

Requires the Department of Accounting and General Services to develop or license cloud-based software for use by each state department or agency to track the status of its capital improvement projects and provide training for the software. Requires each department or agency to use the software to track the status of its capital improvement projects. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation. RELATING TO THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM.

RELATING TO PUBLIC EMPLOYEE COMPENSATION.

Prohibits a board or commission from authorizing a base salary for a position and prohibits an employee from receiving a base salary, in excess of the amount designated in the budget enacted by the Legislature or other legislative enactment, unless approved by the Legislature. RELATING TO PUBLIC UTILITIES.

Requires all telecommunications service providers to communicate relevant information relating to the deenergization of electrical lines to public safety or emergency response offices for the affected areas. Requires all electric utilities to operate electrical lines and equipment in a manner that shall minimize the risk of catastrophic wildfire posed by the electrical lines and equipment. Requires each electric utility to prepare a wildfire mitigation plan approved by the Public Utilities Commission and protocols for deenergizing electrical lines. Allows the Public Utilities Commission to adopt rules. Takes effect 7/1/2040. (SD2)

RELATING TO PUBLIC UTILITIES.

Requires the Public Utilities Commission to direct each electric utility company in the State to file proposals for programs to provide certain benefits to residential property owners in fire-prone areas that install electric infrastructure improvements to reduce or eliminate the impacts of wildfires on their residential properties or purchase emergency equipment or supplies for use in deenergization events. Takes effect 7/1/2040. (SD2)

RELATING TO EMERGENCY MANAGEMENT.
