RELATING TO MILK PRODUCTION.

Repeals Chapter 157, Hawaii Revised Statutes, commonly referred to as the Milk Control Act. Requires any funds remaining in the Milk Control Special Fund to be used to reimburse fees paid by licensees within the past two years and to promote dairy cooperatives to continue local milk production in the State. RELATING TO POOLS.

For purposes of the Department of Health's authority to adopt rules concerning public health and safety, defines "pool" to mean a watertight artificial structure containing a body of water that does not exchange water with any other body of water either naturally or mechanically used for swimming, diving, recreational bathing, or therapy by humans. (SD2)

RELATING TO WATER RATIONING.

RELATING TO THE UNIVERSITY OF HAWAII RESIDENT TUITION FEE.

Expands the criteria to qualify for resident tuition fees at University of Hawaii campuses to include persons enrolled in a high school in the State and recent graduates of high schools in the State. Effective 7/1/2050. (SD2)

RELATING TO SCHOOL-BASED HEALTH SERVICES.

Includes advanced practice registered nurses with prescriptive authority in the list of health care professionals authorized to administer medication to public school students. Requires administration of the medication to be approved by the Department of Health or other complex area or school-based health care provider pursuant to a written agreement with the Department of Education. RELATING TO CONTRACTOR PRACTICES.

Prohibits contractors from offering to pay or rebate, or promising to pay or rebate, an insured's property or casualty insurance deductible. Prohibits contractors from representing or negotiating, or offering or advertising to do so, on behalf of an insured in an insurance claim. Specifies violations are unfair methods of competition and unfair or deceptive acts or practices. Allows insureds to rescind contracts with the contractors within five business days after the date the contract is executed. Requires contractors to provide certain forms to an insured, prior to entering into a contract. Takes effect 7/30/2075. (SD2)

RELATING TO FAMILY.

Establishes an exemption from mediation in paternity proceedings where there are allegations of domestic abuse if the party alleging domestic abuse does not wish to participate. Prohibits a mediator from engaging in mediation where there are allegations of domestic violence unless certain requisites are met. Prohibits a court from requiring mediation in paternity proceedings if there is a temporary restraining order or protective order in effect if the party alleging domestic abuse does not wish to participate. Allows the court to order mediation in paternity proceedings where there are allegations of domestic abuse if there is no temporary restraining or protective order under certain circumstances. Amends the term family violence to domestic abuse in section 480-41.5, Hawaii Revised Statutes. Takes effect 7/30/2075. (SD1)
