RELATING TO ACADEMIC TENURE AT THE UNIVERSITY OF HAWAII.

Appropriates funds to the University of Hawaii to restore personal services. Requires the UH Board of Regents and the President of UH to discuss and adopt the permitted interaction group on tenure's recommendations for tenure of UH faculty and consult with the UH faculty and the exclusive representative of each applicable collective bargaining unit in implementing the recommendations. Appropriates moneys for the Department of Education's Resources for Enrichment, Athletics, Culture, and Health Program to match federal dollars that the State receives for the federal Nita M. Lowey 21st Century Community Learning Centers Grant Program. Effective 7/1/2050. (SD2)

RELATING TO THE RESEARCH CORPORATION OF THE UNIVERSITY OF HAWAII.

Clarifies that the purpose of the Research Corporation of the University of Hawaii is to promote educational, scientific, and literary pursuits through research, training of research personnel, and dissemination of knowledge by publication of research findings; and its undertakings shall be limited to acts that are reasonably necessary to carry out this purpose. Requires revolving accounts to follow Corporation policies. Grandfathers existing Research Corporation of the University of Hawaii contracts and requires new contracts be subject to new limitations following enactment of this measure. Defines minor renovation projects permissible in support of research and training. Requires biannual reports to the Legislature regarding internal service orders and revolving accounts of the Research Corporation of the University of Hawaii that utilize University of Hawaii intramural funds for financial and mission compliance. Authorizes the Research Corporation of the University of Hawaii to conduct minor renovation projects at costs of $2 million or less. Effective 7/1/2050. (SD2)

RELATING TO MINIMUM WAGE.

Increases the minimum wage for certain employees incrementally to $12.00 per hour beginning 10/1/2022, $15.00 per hour beginning 1/1/2024, and $18.00 per hour beginning 1/1/26.

RELATING TO COURT-APPOINTED ATTORNEYS.

Requires the court to appoint counsel to indigent parents upon the filing of a petition for custody or family supervision and make every effort to do so at the first hearing attended by the parents. (SD1)

RELATING TO SCHOOLS.

Requires certain unlicensed but accredited private schools to annually submit health and safety documentation to the Hawaii Council of Private Schools, or Catholic Schools Hawaii, as the case may be, to meet the definition of "private schools" under the compulsory attendance law. (SD1)

RELATING TO COMMON INTEREST COMMUNITIES.

Prohibits planned community associations, condominium associations, or their boards of directors from expending association funds to enforce de minimis violations of association bylaws, rules, or regulations that result in not more than three complaints from separate units within a calendar year or result in a fine of not more than $500 per violation pursuant to the bylaws, rules, or regulations.
