Creates a temporary intergovernmental task force to assist in the establishment and certification of a Metropolitan Planning Organization for the County of Hawaii. Establishes and funds an environmental investigative hotline pilot project through the Department of the Attorney General, Investigations Division, that will implement and manage an investigative hotline for Molokai residents to report environmental concerns on Molokai and have one full time investigator on the island of Molokai to investigate environmental concerns. Requires the Department of Agriculture, in consultation with the Department of Health, to develop and implement a one-time pesticide disposal collection program, for a duration to be determined by the department. Requires the Advisory Committee on Pesticides to serve as a steering committee to guide and monitor the pesticide disposal collection program. Makes an appropriation. Effective 7/1/2050. (SD2)
Establishes the Access to Local Food Act to allow cottage food operations to sell cottage food products, under certain conditions, upon receiving a permit from the Department of Health. Effective 1/1/2023. (SD2)
Designates the Vice President for Budget and Finance and Chief Financial Officer of the University of Hawaii as the chief procurement officer for the university. Appropriates moneys for repair and maintenance of campus buildings and infrastructure. (SD2)
Allows the University of Hawaii to enter into contracts with the Research Corporation of the University of Hawaii for the purposes of supporting or facilitating sponsored research and training activities, or for advancing innovation and entrepreneurship in the State using funds appropriated by the Legislature. Requires the university to consult with pexclusive representatives to review conformance of positions with exceptions to collective bargaining for the purpose of employment of personnel that involve a state program or state employee. Retains the Research Corporation of the University of Hawaii's ability to maintain contracts related to invasive species control or eradication. Effective 7/1/2050. (SD2)
Eliminates the University of Hawaii Board of Regents Candidate Advisory Council. Authorizes the Governor to directly appoint members to the University of Hawaii Board of Regents. Effective 7/30/2075, and upon ratification of a Constitutional amendment. (SD2)
Authorizes the University of Hawaii Board of Regents to terminate the Athletic Director and head coaches for cause. Requires Board of Regents approval of all coaching contracts with salaries greater than $200,000, including additional private funding and bonuses. Appropriates funds. Effective 7/1/2050. (SD1)
