RELATING TO TAXATION.

Amends the motion picture, digital media, and film production income tax credit by requiring the department of business, economic development, and tourism to publish on its website the names of the qualified productions and the amount of the tax credits certified per qualified production per filing year.

RELATING TO THE UNIVERSITY OF HAWAII.

Designates the Vice President for Budget and Finance and Chief Financial Officer of the University of Hawaiʻi as the Chief Procurement Officer for the University and appropriates funds for the transition. Appropriates general obligation bond funds to University of Hawaiʻi, Systemwide Support (UOH900) to renew, improve, and modernize facilities. Effective 7/1/2050. (SD2)

RELATING TO THE UNIVERSITY OF HAWAII.

Requires the University of Hawaiʻi to submit annual reports of all university employees who performed work from a location outside of the State during the applicable year to the legislature no later than December 31 of that year. Effective 6/30/3000. (HD1)

RELATING TO NOISE POLLUTION.

Establishes that a person's conduct that produces, or causes to be produced, noise exceeding a certain decibel level during night time hours in any area zoned as residential or mixed-use residential is an unreasonable noise that constitutes the offense of disorderly conduct. Appropriates funds for enforcement. Effective 6/30/3000. (HD2)

RELATING TO THE LABELING OF PRODUCTS.

Clarifies that calculations to determine whether a non-perishable good labeled "Hawaiʻi Made" has met the requirement that at least 51% of the wholesale value of the product is added by production within the State include operating and overhead expenses incurred and spent within the State. Appropriates funds to promote and develop the "Made in Hawaiʻi" brand. Effective 6/30/3000. (HD1)

RELATING TO THE UNIVERSITY OF HAWAII.

Exempts certain University of Hawaiʻi contracts involving research and training from the Hawaiʻi Public Procurement Code and requires the Board of Regents to develop internal policies and procedures for those procurements. Repeals the requirement that the Board of Regents develop internal policies and procedures for the procurement of construction. Authorizes the University of Hawaiʻi President to delegate procurement authority for research and training to the University's Vice President for Research and Innovation. Requires the Board of Regents to submit reports to the Legislature. (SD2)

RELATING TO FIREARMS.

Establishes uniform firearms safety and training requirements for applicants of permits to acquire firearms, regardless of firearm type. Prohibits the issuance of permits to acquire firearms to aliens who are not state law enforcement officers. Requires a fee of not less than $100 for permits, or applications for permits.
