Requires the Department of Land and Natural Resources to create a strategic plan for maintenance dredging of important port and harbor locations and report the plan to the Legislature. Requires the Department of Land and Natural Resources to complete a minimum of two projects identified in the strategic plan. Appropriates funds. Effective 7/1/2050. (SD1)
Clarifies requirements for film productions with production expenditures of $1,000,000 or more claiming the motion picture, digital media, and film production income tax credit. Increases the annual cap from $50,000,000 to $75,000,000 for the total amount of the motion picture, digital media, and film production tax credit. Requires productions to meet certain local hire and local vendor quotas. Expands the definition of qualified production for the motion picture, digital media, and film production income tax credit to include streaming platforms. Takes effect 1/6/2050. (SD1)
Requires any report of a study or an audit enacted with a legislative appropriation or adopted by concurrent resolution to be submitted to the President of the Senate, Speaker of the House of Representatives, the chairs of the appropriate subject matter committee of each house, and the Legislative Reference Bureau library. Requires a public hearing or informational briefing within 1 year of receipt of the report, except under certain circumstances. Requires a public hearing or informational briefing within 1 year of the publication of the performance audit reports. Exempts financial and other regularly occurring audits. Requires state departments and agencies to submit a report to the Legislature containing certain information regarding new, funded state programs within 1 year of the date on which the program's enabling Act became law. Requires generally that the expenditure of public moneys for any improvement to land not owned or leased by the State must be appropriated by the legislature for that specific purpose and include a declaration in the same act of the public purpose regarding the appropriation of the public moneys. Provides that any expenditure of public moneys for the improvement to land not owned or leased by the State and involving natural or cultural resource management or a state grant is unauthorized unless the expending agency approves a restrictive covenant that acknowledges the State's right to receive compensation for its expenditure if the improvement to the land is abandoned or not completed. Requires the recipient of the appropriation or grant to file and execute the restrictive covenant. Effective 6/30/3000. (HD1)
Requires laws that enact, modify, or extend the availability of a tax expenditure to contain specific information, revenue estimates, and analyses before becoming law. Allows the disclosure of certain tax credit information.
Establishes an oral health task force to review the status of oral health in the State and make recommendations to improve oral health infrastructure in Hawaiʻi. Appropriates funds.
Proposes an amendment to article X, section 6, of the Hawaiʻi State Constitution to modify the appointment process for the Board of Regents of the University of Hawaiʻi. Repeals the requirement that the governor shall only appoint from pools of candidates presented by the Candidate Advisory Council for the Board of Regents of the University of Hawaiʻi.
Makes it unlawful for any non-government entity or agent thereof to operate a weed whacker in or within one hundred feet of a residential zone, except between 8:00 a.m. and 6:00 p.m. on most days. Defines weed whacker.
Prohibits the construction of new farm dwellings on agricultural park lots beginning 1/1/2024. Prohibits residence within an unpermitted farm dwelling. Authorizes inspections.
