Prohibits the possession of firearms on school property and school buses and at school-sponsored functions. Exempts certain law enforcement officers and instructors and participants of certain educational or training programs. Establishes that violators are guilty of a class B felony. Requires children enrolled in school who are in violation to be excluded from school attendance for not less than one year. Defines school, school bus, school property, and school-sponsored function.

Repeals existing law that preempted local ordinances or regulations that regulate the sale of cigarettes, tobacco products, and electronic smoking devices and nullified and voided any conflicting local laws and regulations. Allows counties to adopt ordinances that regulate the sale of cigarettes, tobacco products, and electronic smoking devices that do not conflict with and are more stringent than the state law that govern smoking. Expands the coffee labeling and advertising requirements to include ready-to-drink coffee beverages and the inner packages and inner wrapping labels of roasted coffee, instant coffee, and ready-to-drink coffee beverages. Specifies that the coffee labeling and advertising requirements apply if the applicable products are produced in whole or in part from Hawaii-grown and Hawaii-processed green coffee beans. Requires disclosure on the label of coffee blends of the respective geographic and regional origins and per cent by weight of the blended coffees. Prohibits use of the term "All Hawaiian" in labeling or advertising for roasted coffee or instant coffee not produced entirely from green coffee beans grown and processed in Hawaii. Extends the sunset date for the Coffee Berry Borer and Coffee Leaf Rust Pesticide Subsidy Program to 6/30/2025 and the program manager position, including the position's civil service and collective bargaining laws exemption, to 6/30/2026. Requires the Department of Agriculture to report to the Legislature. Appropriates funds for the operation and implementation of the Pesticide Subsidy Program. (CD1)
Allows the chief energy officer of the Hawaii state energy office to enforce minimum efficiency standards and adopt or amend efficiency standards. Sets minimum efficiency standards for portable electric spas, residential ventilating fans, toilets, urinals, and water coolers. Allows manufacturers to utilize the Home Ventilating Institute's certified products directory certification program to meet certain standards. Effective 6/30/2023. (CD1)

Temporarily expands the State Rent Supplement Program specifically for qualified persons who are sixty-two years of age or older and are homeless or at imminent risk of becoming homeless. Establishes the Illegal Fireworks Task Force within the Department of Law Enforcement to stop the importation of illegal fireworks and explosives into the State, promote compliance with the fireworks control laws, and ensure the safety and security of facilities and institutions in the State against the discharge of illegal fireworks and explosives.
