RELATING TO EMPLOYEE BENEFITS.

Expands the State's temporary disability insurance (TDI) coverage to, and exempt from TDI benefit eligibility requirements that are employment-related, employees who are unable to perform their employment duties due to the employee's childbirth or provision of kangaroo care to, or expression of breast milk for, the employee's child who is required to stay in a neonatal intensive care unit. Extend under certain conditions, the temporary disability benefit payment period and family leave period for employees who are unable to perform their employment duties due to a preterm birth of a child who is required to stay in a neonatal intensive care unit or birth of a child who is required to stay in a neonatal intensive care unit for more than eight weeks. Defines "kangaroo care" and "preterm birth". Requires the Department of Health to amend its rules to include neonatal care as related condition where the phrase "pregnancy, childbirth, or other related condition" is used.

RELATING TO MEDIA LITERACY.

Authorizes school complexes to incorporate media literacy in its standards-based curriculum, including content that prevents negative impacts of misinformation, disinformation, digital discrimination, and online hate speech.

RELATING TO TAXATION.

Amends the income tax credit for expenses for household and dependent care services necessary for gainful employment by increasing the taxpayer's applicable percentage of employment-related expenses and dollar limit on amounts creditable that constitute the tax credit. Requires the department of taxation to make annual adjustments for inflation to the adjusted gross income thresholds and dollar limits on amounts creditable. Applies to taxable years beginning after 12/31/22.

RELATING TO FIREARMS.

Includes any firearm or rifle with the capacity to fire ammunition of fifty caliber or higher, excluding antique pistols and revolvers, and muzzleloaders in the list of prohibited weapons.

RELATING TO PSYCHOLOGISTS.

Requires the Board of Psychology to establish a pilot program to grant prescriptive authority to qualified psychologist applicants statewide. Repeals on 8/31/2028.

RELATING TO HEALTH.

Requires Medicaid and private insurance coverage of ambulance services. Authorizes Medicaid programs, and requires private insurers, to cover community paramedicine services rendered statewide by emergency medical technicians or paramedics. Appropriates funds.

RELATING TO OUTDOOR ADVERTISING DEVICES AND BILLBOARDS.

Clarifies the definitions of the terms "billboards" and "outdoor advertising device" and the acts included in the phrases "displaying an outdoor advertising device" and "maintaining a billboard" as used in state law that governs county licenses for outdoor advertising.

RELATING TO CHILD SEARCH AND SEIZURE.

Clarifies the definition of "imminent harm". Requires police officers to comply with exigency requirements when removing a child from the child's home and to promptly submit a police report documenting specific, articulable evidence of imminent harm to the child that warranted the child's immediate removal. Requires the State to provide written notice to a parent of the parent's rights when conducting an investigation of reported child abuse or neglect. Requires police officers to have parental consent, a court order, or evidence of exigent circumstances, when interviewing a child at school or removing the child to protective custody to complete an investigation.

RELATING TO VISION ZERO.

Requires the Department of Transportation and the counties to implement a Vision Zero program in Hawaii by 7/1/2024. Establishes a goal of no traffic fatalities or serious injuries by 2045.

RELATING TO CONSUMER PROTECTION.
