Requires solar conduit and electrical panel readiness for new residential construction and electric vehicle readiness when an electrical panel and parking area are installed. Effective 1/1/2024.

Requires the department of health to report to the legislature on the number of requests for petitions submitted to the director of health.
Places certain requirements and speed restrictions on the operation of water vessels in proximity to humpback whales.
Prohibits a person from lending a firearm to a person who does not have a firearm permit or does not have a registered firearm. Requires an adult who is borrowing a firearm to have either a firearm permit or a registered firearm, and not be prohibited to own or possess a firearm. Specifies that an adult who is twenty-one years of age or older may be lent a rifle or shotgun for a period not to exceed twelve hours. Repeals the authorization to use a rifle or shotgun outside of the State for up to seventy-five days. Repeals the authorization to lend a rifle or shotgun without a permit.
Requires the department of transportation to perform routine inspections of highways in the state highway system that are at risk of rockslides every five years and after major rainfall events.
Requires individuals to complete a firearms skills assessment, safety course, and education course prior to being granted a license to carry a pistol or revolver.
Establishes the safe routes to school advisory committee within the Planning Branch of the Highways Division of the Department of Transportation. Appropriates moneys.
