Increases the amount of the rental motor vehicle surcharge tax to $6. Requires that a minimum of one-third of remittances be used for state highways with less than two lanes of travel in each direction.
Authorizes DOE to provide sexual abuse and sex trafficking prevention training to certain staff. Requires DOE to make available to certain staff explanatory information about protocols that DOE has approved for providing services to victims of sexual abuse and sex trafficking.
Clarifies the grant application process requirements for organizations that may receive a grant from the State. Specifies additional grant application process requirements for nonprofit organizations.
Requires grant-in-aid applications to list any potential environmental impacts of the grant. Requires grant-in-aid awards to be prioritized in relation to the grant's potential environmental impacts, with highest priority given to those grants that promote the quality of the environment.
Prohibits the planting of large trees along evacuation routes. Requires the Hawaii Emergency Management Agency to identify and trim, spray, or remove large trees that have the potential to obstruct evacuation routes. Requires the agency to identify areas where rockfalls, dirt and debris, or coastal erosion could potentially obstruct evacuation routes and to take measures to mitigate these risks. Appropriates funds.
Increases the minimum wage in the State to fifteen dollars per hour utilizing an annual increase over a period of four years.
Establishes a waiver program to exempt from income taxation gambling winnings legally acquired outside the State during a consecutive 5-day period, beginning 01/01/2021.
Requires any report of a study or an audit enacted with a legislative appropriation or adopted by concurrent resolution and conducted by an executive department or agency, including the Hawaii health systems corporation, and by the legislative reference bureau, auditor, judiciary, or office of Hawaiian affairs, to be submitted to the senate president, speaker of the house, chairs of the appropriate subject matter committee of each house, and the legislative reference bureau library. Requires a public hearing or informational briefing within one year of receipt of report, except if extension granted to the hearing or briefing requirement by the senate president or speaker of the house of representatives or if the requirement is waived by the senate president or speaker of the house of representative. Exempts financial and other regularly occurring audits.
Makes an appropriation to support and expand medical residency training programs in state teaching hospitals. Requires dollar-for-dollar matching funds from private funding sources.
