Replaces the environmental response, energy, and food security tax with a carbon emissions tax. Repeals state fuel taxes under the fuel tax law. Takes effect 1/1/2021; provided that repeal of the fuel tax credit for commercial fishers takes effect beginning with taxable years after 12/31/2020.

Allocates funds from TAT revenue to the Hawaii Tourism Authority, rather than the Special Land and Development Fund, to improve certain state resources and services. Requires DLNR to submit an annual list to HTA of proposed projects for the HTA Strategic Plan.
Requires electric utilities to compensate electricity producers for excess electricity credits.
Requires all utility scale wind energy facilities operating within two miles of a residential area to provide a longitudinal monitoring study of residents living within two miles of the facility.
Prohibits any correctional facility from restricting a committed person's access to in-person visitations without cause.
Requires the state historic preservation division to use a program comment approach in its duties. Appropriates funds for the state historic preservation division to conduct a study on buildings built between 1945 and 1970 that would be exempted from a program comment process.
Requires a separate application and permit for the acquisition of each rifle or shotgun and shortens the duration of the permit's validity from 1 year to 10 days.
Prohibits a person who has been twice convicted within ten years of committing the offense of operating a vehicle under the influence of an intoxicant from owning, possessing, or controlling any firearm or ammunition.
Transfers the candidate advisory council for the board of regents of the University of Hawaii from the University of Hawaii to the office of the governor. Amends other provisions relating to the candidate advisory council. Sunsets 6/30/2024.
Requires the Department of Land and Natural Resources to use certain reporting and accountability procedures in implementing the public land trust reporting requirements of Act 178, Session Laws of Hawaii 2006. Requires the Department of Land and Natural Resources to consult with the Office of Hawaiian Affairs to ensure that the accounting and reporting is accurate and inclusive.
