Establishes the transportation energy transformation grant program to provide grants for those who purchase electric vehicles. Makes an appropriation for the transportation energy transformation grant program.
Requires new parking lots and structures to install solar energy devices over as many parking spaces as practicable. Requires places of public accommodation to have at least ten per cent of parking spaces by July 1, 2020, fifty per cent of parking spaces by July 1, 2025, and seventy-five per cent of parking spaces by July 1, 2030, exclusively for electric vehicles and equipped with an electric vehicle charging system.
Increases the amount of the standard deduction and the personal exemption. Requires the standard deduction and personal exemption to be adjusted for inflation on an annual basis.
Requires the department of accounting and general services to develop and implement a public transportation subsidy program for state employees. Appropriates funds for the public transportation subsidy program.
Authorizes conscientious beliefs as a basis for exemption from vaccination requirements. Requires that the first option for quarantine of an individual be quarantined inside that individual's residence.
Prohibits restaurants and hotels from applying service charges for the sale of food or beverage services unless they are distributed as tip income directly to their employees.
Expands authorized expenditures from the Hawaii green infrastructure special fund to include energy-efficient air conditioning. Appropriates funds and authorizes the department of education to borrow funds from the green infrastructure loan program for heat abatement.
Requires that advertisements for rates for transient accommodations include all mandatory fees, except for taxes imposed by the State or county.
Requires that any person who is eligible to vote but is not already registered to vote and applies for a new or renewed motor vehicle driver's license, provisional license, or instruction permit, or a new, renewed, or duplicate civil identification card be automatically registered to vote unless the applicant affirmatively declines to be registered to vote. Authorizes access to and electronic transmission of databases maintained or operated by the counties or the department of transportation containing driver's license or civil identification card information to election officials and the statewide voter registration system. Takes effect 1/1/2021.
