Establishes "Employment First"--defined as the competitive employment and full inclusion of persons with a disability in an integrated setting as a first and preferred option for employment services--as a policy of the State and counties. Requires state and county agencies to implement this policy in hiring practices and all programs and services administered or funded by the State or counties. Requires the Department of Human Services to apply Employment First principles to Medicaid home and community-based services programs. Effective 12/31/2050. (SD1).

Removes county councils as the nominating authority for members of the Hawaii Community Development Authority who serve as representatives of the Heeia, Kalaeloa, and Kakaako community development districts. Provides that the President of the Senate and the Speaker of the House of Representatives shall each nominate representatives of each of the three community development districts. Adjusts the membership of the Hawaii Community Development Authority. (SD1)
Eliminates the mortgage interest deduction for second homes under Hawaii income tax law. Requires the Department of Taxation to calculate the savings and transfer an equivalent amount of income taxes to the Director of Finance for deposit into the general fund. (SD1)
Expands the purpose and rationale for which counties may create special improvement districts to include environmental research, restoration, and maintenance; natural resource management; and natural hazard mitigation to improve environmental conditions and provide community benefits. Allows the counties to create special improvement districts for climate change and hazard mitigation. Takes effect 7/1/2050. (SD1)
Specifies under the Hawaii Rules of Evidence that a court may order that the testimony of witnesses be taken through a live two-way video connection in certain circumstances.
Requires the Office of Enterprise Technology Services to establish a working group to conduct a study to identify state office buildings that can provide equitable telecommunication access to allow residents of the counties of Hawaii, Kauai, and Maui, and rural areas of the City and County of Honolulu, including residents with disabilities, to participate remotely in legislative hearings. Requires a report to the Legislature. Dissolves the working group on 6/30/2023. (SD1)
Allows grandparents of a minor child to be awarded reasonable visitation rights when the child's parent is unable to exercise parental visitation. Sets forth procedures, considerations, and standards for the court to grant grandparent visiting rights. Specifies that a violation of the terms and conditions of the court order granting grandparent reasonable visiting rights is punishable as contempt of court. (SD1)
Codifies sustainable development goals based on the United Nations' Global Goals and indicators.
Requires the Disability and Communication Access Board to develop and publish accessibility standards for electronic information technology for individuals with disabilities by December 31, 2022. Requires each state entity to revise its existing procurement and development rules, policies, and procedures to incorporate the accessibility standards within six months of publication. Requires the Department of Human Services to develop, and certain businesses and establishments to post, a notice containing information about the National Human Trafficking Hotline. Requires the Department of the Attorney General to establish a Statewide Coordinator on Human Trafficking and a Program within the Department to support the needs of victims of human trafficking and submit reports to the Legislature on the State's efforts to address human trafficking and the commercial sexual exploitation of children. Specifies that court-ordered restitution for a victim of labor trafficking may include the cost of necessary rehabilitation for the victim, including medical, psychiatric, and psychological care and treatment.
