Provides for the term expiration of a holdover member of a board or commission at the end of the first regular legislative session following the expiration of the member's term. Requires the Governor to appoint an individual to fill all board and commission vacancies within one hundred eighty days. Authorizes the President of the Senate to nominate a successor member for a board or commission in certain circumstances. Limits holdover appointments in certain respects. Requires department heads to inform the Governor of any vacancy in any board or commission. Makes conforming amendments. (SD1)

Allows any county or state agency responsible for maintenance of a highway to recover from the owner or driver of a vehicle the actual cost of removal of materials dropped or spilled on the highway. Makes an appropriation to the Department of Transportation for signage to inform the public about laws relating to littering.
Clarifies existing and establishes new grant application process and eligibility requirements for organizations, including nonprofit organizations, that may receive a grant from the State. (SD1)
Authorizes the issuance of general obligation bonds for the development and construction of permanent supportive housing for certain vulnerable individuals. Requires the Hawaii Housing Finance and Development Corporation to consider the construction of permanent supportive housing for any available federal low-income housing tax credits. Establishes within the Department of Agriculture, an Aquacultural Area Lease Program for the purpose of identifying state facilities, state lands, and state marine waters that are suitable for use as commercial agricultural areas and leasing them to be used for aquaculture. Allows agencies having control and management of identified aquacultural areas to lease the facilities, lands, and waters to the Department of Agriculture for the purposes of the Act. Allows the program to use the moneys in the Aquaculture Development Special Fund to carry out the purposes of the Act and requires the revenues obtained from aquacultural area leases to be deposited into the special fund. Imposes penalties and civil and criminal liabilities. Exempts the program from being subject to the Hawaii Ocean and Submerged Lands Leasing Act. (SD1)

Requires the Department of Transportation Harbors Division to conduct a comprehensive study examining increased commercial activity at Kalaeloa Harbor to support the offloading of additional cargo containers and livestock transportation. Makes an appropriation. (SD1)
