Requires the disposition for new leases of any public lands under the jurisdiction of the Board of Agriculture or Department of Agriculture by public auction to be open to the public. Requires the Board of Agriculture or Department of Agriculture, as applicable, to issue public advertisements for each public auction. (SD1)
Creates an exception to the statutory requirement that overtime compensation be paid for work performed for certain State public work projects on Saturdays, Sundays, and State holidays. Specifically, when an applicable collective bargaining agreement permits, overtime compensation is not required for work performed on a Saturday of a week during which a condition or circumstance beyond the control of the contractor prevented workers from working for eight hours on one or more of the regularly scheduled Monday through Friday workdays, and the total hours of work performed on the project during the workweek by the worker has not exceeded forty hours. Requires DOH to, consistent with federal law, adopt cost-effective and technologically feasible regulations to prohibit engine exhaust and evaporative emissions from new small off-road engines. Requires DOH to report to the legislature by December 31, 2023, with recommendations for funding for commercial rebates or similar incentive funding to support the transition to zero-emission small off-road equipment operations.
Establishes a working group to address the student enrollment, capacity, and expansion needs of Ke Kula ‘o ‘Ehunuikaimalino, and develop a plan to utilize funds previously appropriated by the Legislature. Makes an appropriation. (SD1)
Defines the term "public interest" with regard to the issuance of special purpose revenue bonds. Takes effect 7/30/2075. (SD1)
Requires the governor's coordinator on homelessness to collect and maintain a database of private property owners who give prior consent for homeless service providers to enter an owner's private property, for purposes of administering homeless services to a homeless individual located on that private property. Requires a report to the legislature. Exempts homeless service providers from civil and criminal liability that may result from the administration of homeless services. Appropriates funds.
Amends the state constitution to require the State to provide enough housing to meet demand subject to standards and criteria as provided by law.
Requires the Legislative Reference Bureau to conduct a study that identifies and analyzes alternative tourism governance systems. Requires the study to include a solicitation of input from certain stakeholder groups. Requires a final report to be submitted to the Legislature prior to the convening of the Regular Session of 2025. (SD1)
