Establishes a zero-emission vehicle fleet purchasing assistance program within the Hawaiʻi state energy office to support the transition of private fleets to zero-emission vehicles. Designates the Hawaiʻi state energy office as the agency responsible for developing and administering the program and requires the Hawaiʻi state energy office to work with the department of transportation to design strategies to implement the zero-emission vehicle fleet purchasing assistance program.

Adopts the Uniform Guardianship, Conservatorship, and Other Protective Arrangements Act. Repeals the superseded Uniform Guardianship and Protective Proceedings Act.
Requires priority level 1 cesspools to be upgraded, converted, or connected before 1/1/2035, with certain exceptions, and priority level 2 cesspools to be upgraded, converted, or connected before 1/1/2040, rather than before 1/1/2050. Specifies that no penalty or other assessment for any violation shall constitute a lien on the real property and no seizure of property shall be authorized for any violation. Effective 6/30/3000. Requires the Animal Industry Division of the Department of Agriculture to administer an assessment and approval process to import and move aquatic livestock in the State. Requires the Animal Industry Division to develop a risk-based framework for the aquatic livestock assessment and approval process and to undertake certain activities to develop and expand the aquaculture industry. Defines aquatic biorisk, aquatic livestock, and biocontainment.
Establishes procedures and eligibility criteria for a privilege to practice public accountancy in this State for public accountants and certified public accountants licensed in another state with comparable education, examination, and experience requirements. Subjects all holders of a practice privilege to the regulatory and enforcement jurisdiction of the board of public accountancy. Sunsets on 6/30/2025.
Requires the court to appoint counsel to indigent parents upon the filing of a petition for custody or family supervision and make every effort to do so at the first hearing attended by the parents.
Clarifies teachers and other personnel of state public charter schools are members of the same collective bargaining unit as their Department of Education counterparts.
Beginning with policies issued on or after 1/1/2024, requires health insurance policies to cover oocyte cryopreservation in certain circumstances. Removes the one-time benefit limitation for in vitro fertilization, and requires the insured or the insured's dependent spouse to have a history of infertility of at least two years' duration rather than five years'.
Directs the Legislative Reference Bureau to propose and conduct a study of a housing savings account system. Authorizes the Legislative Reference Bureau to contract for services to develop the proposed system and program and conduct a study. Appropriates funds. Effective 7/1/2050. (SD2)
