Amends the Hawaiʻi State Constitution to prohibit the State from denying or interfering with an individual's reproductive freedom, including the right to choose or obtain an abortion or to choose to obtain or use contraceptives.

Beginning July 1, 2024, provides a general excise tax exemption for medical services performed by health care providers.
Makes it unlawful for any non-government entity or agent thereof to operate a weed whacker in or within one hundred feet of a residential zone, except between 8:00 a.m. and 6:00 p.m. on most days. Defines weed whacker.
Establishes a teacher loan program to encourage individuals to become teachers in hard-to-fill positions of Department of Education schools. Allows the loan to be forgiven after 5 years of teaching in a hard-to-fill position.
Clarifies that, in condominium elections, cumulative voting rights apply to all candidates regardless of whether they are nominated. Clarifies that individual votes are used in cumulative voting.
Extends the time period that a family court may order continued assisted community treatment. Reduces the time period that a family court needs to determine whether assisted community treatment should continue.
Authorizes the issuance of general obligation bonds for the Hawaiʻi Housing Finance and Development Corporation and Hawaiʻi Public Housing Authority's programs to develop housing exclusively for residents of the State who are owner- or renter-occupants and own no other real property. Requires the Department of Land and Natural Resources, in consultation with the Department of Health, to prepare a report making recommendations on the establishment of a Hawaiʻi Near Shore Waters Quality Program to monitor and test for the quality of waters near coral reefs to assess and ensure health of reef ecosystems. Reduces and eliminates the general excise tax for the sale of groceries that are eligible under the Supplemental Nutrition Assistance Program or Special Supplemental Nutrition Program for Women, Infants, and Children over a four-year period. Reduces and eliminates the general excise tax for the sale of nonprescription drugs, medical supplies, and durable medical equipment over a four-year period.
Authorizes advanced practice registered nurses to practice medical aid in dying or provide counseling to a qualified patient. Amends the mandatory waiting period between oral requests and the provision of a prescription.
