Establishes the Hawaiʻi health data exchange framework. Establishes the stakeholder advisory group to assist the department of health in the development of the framework. Requires certain health care organizations to execute a health data sharing agreement by 9/1/2024. Establishes deadlines for certain entities to begin sharing health information. Appropriates funds.

Clarifies that the deadline for proxy votes to be delivered to the Secretary for association meetings is 4:30 p.m. Hawaiʻi-Aleutian Standard Time. Clarifies that any owner seeking nomination to the Association Board and wanting to receive proxy votes can submit a statement of qualifications that shall not exceed one single-sided eight and one-half inches by eleven inches page. Provides flexibility for an owner seeking nomination to the Association Board to provide an Internet Statement of Qualification.
Increases the maximum sentence of imprisonment from one year to two years for a misdemeanor and thirty days to one year for a petty misdemeanor.

Prohibits a condominium board from expending association funds in an amount of $10,000 or greater without first obtaining approval from the association.
Creates within the Department of Health's wastewater branch a cesspool conversion section, which will be responsible for facilitating the conversion of cesspools within the State. Establishes and appropriates funds for three full-time equivalent positions within the cesspool conversion section in fiscal years 2023-2024 and 2024-2025 and three additional full-time equivalent positions within the section in fiscal year 2024-2025. Establishes a three-year New Wastewater System Demonstration Pilot Program within the University of Hawaiʻi Water Resources Research Center to examine and demonstrate new wastewater technology systems; implement those technologies in demonstration projects in areas across the State that are identified as Priority Level 1; and establish a similar ranking system for prioritization levels for the islands of Molokai, Lanai, and Niihau. Requires the University of Hawaiʻi Water Resources Research Center to submit reports to the Legislature. Appropriates funds for the pilot program. Effective 6/30/3000. (HD2)
Requires the court to consider frequent, continuing, and meaningful contact with each parent when awarding custody of a minor child, unless the court finds that one or both parents are unable to act in the best interests of the child, and to make certain findings in the custody order. Requires the court to consider any necessary reduction in employment due to the needs of a dependent child and wasting of assets when ordering spousal support and maintenance. Establishes that in the division and distribution of property as a result of a divorce, any value given for a joint investment or asset is presumed to be a joint gift except for inheritance assets.
Establishes a task force to examine the consequences of drinking water contamination detected at the Waipahu Wells II Granular Activated Carbon Treatment Facility. Appropriates funds. Effective 7/1/2050. (SD1)
Expands the real estate commissions enforcement authority to include violations of requirements for association meetings and board of director elections. Requires newly elected or appointed condominium association board members to certify in writing compliance with specified duties and obligations. Clarifies electronic voting device procedures. Eliminates proxy voting for condominium associations. Establishes additional requirements and procedures for association meetings and board of director elections, including notices of election, notice of intent to run for election, ballots, and runoff elections. Establishes penalties for improper voting and forgery of ballot envelopes.
