RELATING TO EARLY CHILDHOOD EDUCATION SCHOLARSHIPS.

Establishes the Early Childhood Education Scholarship Program within the University of Hawaiʻi to assist students with school tuition in return for a service commitment to teach in the Executive Office on Early Learning Public Prekindergarten Program. Appropriates funds.

RELATING TO CONDOMINIUMS.

Repeals the sunset date of Act 196, Session Laws of Hawaiʻi 2018, that allowed for voluntary binding arbitration for condominium related disputes and amended the conditions for mediation.

RELATING TO CONDOMINIUMS.

Requires condominium associations to register on an annual basis, rather than on a biennial basis. Adds an additional annual condominium education trust fund fee to be used to support the annual registration with attached documents of the association. Amends the documents required for condominium association registration. Broadens the list of documents an association shall maintain. Amends the requirements and procedures for a condominium association to provide association documents to unit owners. Effective 7/1/2050. (SD1)

RELATING TO ENERGY.

Requires solar conduit and electrical panel readiness for new residential construction and electric vehicle readiness when an electrical panel and parking area are installed. Effective 1/1/2024.

RELATING TO GOVERNMENT RECORDS.

Adds an exception to mandatory disclosure of government records for deliberative and pre-decisional government inter-agency or intra-agency records concerning an agency decision about a government action. From July 1, 2023, through June 30, 2027, requires agencies to report their use of the exception to the Office of Information Practices. Effective 7/1/2112. (SD1)

RELATING TO PROCUREMENT.

Requires governmental bodies to obtain written approval from the Administrator of the State Procurement Office to cancel invitations for bids, requests for proposals, or other solicitations, or reject bids or proposals. Prohibits post-award remedial actions to be taken unless approved in writing by the Administrator of the State Procurement Office.

RELATING TO LAND USE.

Requires the department of land and natural resources to prepare plans and a program to facilitate voluntary relocation of Presidential development away from areas at risk of sea level rise. Establishes the sea level rise relocation special fund. Requires the department of land and natural resources to complete and maintain a current inventory of all public lands that are located outside the sea level rise exposure and special flood hazard areas. Allows the exchange of public land for private lands for the transfer of development rights or land exchanges to relocate private development away from high risk areas. Expands the climate change adaptation priority guidelines. Appropriates funds.

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES.

Establishes a criminal penalty and monetary fines for aquarium fishing violations. Clarifies that each fish or aquatic life specimen taken in violation of certain fishing laws regarding aquarium fish and the possession and use of prohibited explosives, electrofishing devices, and poisonous substances constitutes a separate offense.
