Prohibits the mining, extraction, and removal of minerals from the seabed in all state marine waters. Prohibits the issuance of any permit for or in connection with the development or operation of any facility or infrastructure associated with the mining, extraction, or removal of minerals from the seabed within state marine waters. Appropriates funds for the Department of Health to control the State's feral chicken population. Requires the establishment of a complaint hotline that may be used to report nuisances and health hazards caused by the presence of feral chickens and to request removal of the feral chickens.

Requires Department of Land and Natural Resources to establish a Visitor Green Fee Program to collect fees from nonresidents via a license to use state natural and cultural resources, to be used for the protection, restoration, and care of Hawaiʻi's natural, cultural, and outdoor recreational resources and build the resilience of these resources against the impacts of climate change and local threats. Establishes the Hawaiʻi environmental legacy commission to rank project applications and make recommendations to the Board of Land and Natural Resources concerning the allocation of Visitor Green Fee Program Funds. Establishes the Hawaiʻi Environmental Legacy Special Fund. (SD1)
Allows students to complete computer science courses as a substitute for science credits at the high school level to count towards graduation requirements. Requires a computer science course credit as a graduation requirement at the high school level beginning with the 2030-2031 school year. Appropriates funds for teacher professional development in computer science.
Beginning 1/1/2027, prohibits the operation of leaf blowers or string trimmers that are powered using two-stroke engines. Establishes penalties.
Requires a landowner in possession of 10,000 or more acres to be liable for damages and fines arising from runoff originating on the land and entering into state waters or onto state lands. Requires the Department of Health to adopt rules as necessary for the purposes of this provision.
