Establishes pesticide buffer zones for sensitive areas beginning on July 1, 2020. Establishes penalties for violations. Requires the Department of Agriculture, based on input from the Advisory Committee on Pesticides, to adopt rules that determine amounts, distances, and wind speeds relating to pesticide buffer zones, within 18 months of the effective date.

Appropriates funds to the University of Hawaii at Hilo for research and other activities related to rat lungworm disease. Conditions release of the funds on the University submitting a report to the legislature listing the specific research and activities it plans to undertake. Requires the University, along with the Department of Health, Department of Land and Natural Resources, Department of Agriculture, and Joint Rat Lungworm Task Force, to create a statewide plan for the eradication and prevention of rat lungworm disease.
Establishes an application screening fee that a landlord may charge an applicant to obtain information about the applicant and establishes the applicant's right to review the credit report obtained by the landlord if the applicant paid the application screening fee.
Supports the development and operation of the international moon base alliance to help guide the design and construction of the prototype Moon base on the island of Hawaii. Requires the alliance to conduct its first organizational teleconference by August 1, 2018, and submit a strategic plan for the prototype Moon base to the governor and legislature before commencement of the 2019 Session.
Exempts certain affordable housing projects from environmental impact statements. Expands general excise tax exemption to also exempt rental income for management of certain affordable housing projects. Requires Hawaii housing finance and development corporation to annually re-certify general excise tax exemption for rental income for management of certain affordable housing projects.
Establishes the Hawaii innovation and technology authority within the department of business, economic development, and tourism. Appropriates funds.
Expands credited service in the ERS by adding volunteer service in the Peace Corps to both membership service and prior service.
