Prohibits the sale of sunscreen or personal care products that contain oxybenzone or octinoxate in Hawaii, beginning 1/1/2023.
Prohibits a defendant from motioning the court on the day of trial for a continuance unless a special circumstance exists in which the court shall consider the totality of the circumstances.
Requires by 2030 that solar power panels are installed on state buildings and that the majority of power used by state facilities comes from renewable energy sources.
Beginning January, 1, 2019, prohibits a person from selling a device with internet access that does not filter certain obscene materials. Provides requirements, including a fee, for a consumer to have a filter deactivated on a device. Deposits fees into the human trafficking victim services fund. Requires manufacturers of a device to update filters and establish a reporting website or call center.
Legalizes the personal use, possession, and sale of marijuana in a specified quantity. Requires licensing to operate marijuana establishments. Subjects marijuana establishments to excise taxes and income taxes.
Exempts victims of labor trafficking, sex trafficking, and prostitution from those offenses for which the crime victim compensation commission may reduce a victim's compensation based on the victim's behavior. Elevates the offense of prostitution to a misdemeanor if an individual pays, agrees to pay, or offers to pay a fee to another to engage in sexual conduct and amends the penalties. Elevates the offenses of loitering for the purpose of advancing prostitution and advancing prostitution to a petty misdemeanor and misdemeanor, respectively. Amends the offense of sex trafficking to include solicitation of a minor for prostitution. Makes traveling for prostitution where the victim is a minor a class A felony. Repeals the offense of soliciting a minor for prostitution. Makes clarifying and conforming amendments.
Authorizes specialty contractors to perform work outside the scope of their licenses when that work is subordinate to another contractor and directly related to and necessary for the project.
Establishes causes and procedures for impeachment of the governor, lieutenant governor, and appointive officers.
Amends the offense of theft in the first degree, second degree, and third degree to include reckless disregard of risk for the value of the stolen property or services.
