Repeals the Hawaii tourism authority's authority to establish an information and education program to inform the public on tourism and tourism-related problems and its authority to encourage the development of tourism educational training and career counseling programs. Makes the salaries of officers, agents, a sports coordinator, and employees in accordance with chapters 76 and 78, HRS.
Appropriates funds to the Department of Agriculture for the establishment and administration of the Agriculture Grant Program to support local food production in the State.
Requires all schools where students are required to eat meals at school to establish a recess period of not less than fifteen minutes prior to the lunch period for all grade levels.

Requires department of health to update how it obtains information for the birth defect registry with respect to pesticides, develop a comprehensive pesticide testing program, require reporting of pesticide use, ban pesticide use near public areas, and ban use of chlorpyrifos.
Clarifies that medical use of cannabis is not considered to be a state or federal crime.
Allows the board of land and natural resources to waive costs associated with a right-of-entry permit for ocean recreation-related tournaments and ancillary services.
Appropriates funds for the initial operational expenses of the day use mooring buoy program. Requires the department of land and natural resources to endeavor fiscal resources in subsequent fiscal years to make the program self-sustainable through user fee collections.
