Authorizes the issuance of general obligation bonds and appropriates funds to finance capital improvements to the Waiahole Irrigation System.

Requires the department of health to publish information that encourages food manufacturers, processors, and retailers to use standard terminology that clarifies food safety and quality dates when labeling food products.
Exempts gross receipts from the sale of mobility enhancing equipment, durable medical equipment, prosthetic devices, prescription drugs sold pursuant to a doctor's prescription, diabetic supplies, medical oxygen, and human blood and its derivatives from the general excise tax. Amends the definition of "prosthetic device" to include devices worn on the body. Amends the definition of "prescription drugs".
Requires the department of land and natural resources to place markers in the State to indicate significant sites in the life of President Barack Obama. Appropriates funds.
Requires the driver of any motor vehicle that is involved in an accident and in possession of a mobile electronic device at or near the time of the accident to, at the request of a police officer, submit the mobile electronic device to the police officer for the sole purpose of field testing of the device. Establishes procedures to allow police officers responding to a motor vehicle accident to field test a mobile electronic device. Imposes penalties if a driver of the motor vehicle involved in an accident fails to submit the driver's mobile electronic device for the field testing.
Requires marketplace providers to collect general excise and use tax on taxable retail sales that the marketplace provider facilities for marketplace participants to customers after a certain threshold. Applies to taxable years after December 31, 2016.
Exempts the gross proceeds received by any qualified small farmer from the sale of produce intended for human consumption from the general excise tax. Repeals on 1/1/2023. (SD1)
Requires the Department of Education to set a standard for retention of student records of not less than 100 years. Allows the Department of Education to partner with the Hawaii Correctional Industries Program to establish a three-year student records modernization pilot project.
Allows new farmers to receive income tax credits for purchasing or renting agricultural assets through December 31, 2023. Sets out eligibility requirements to qualify as a new farmer.
