RELATING TO INFORMATION TECHNOLOGY.

Attaches the office of enterprise technology services to the department of accounting and general services administratively. Reorganizes the members of the information technology steering committee and requires members of the steering committee to be appointed by the governor and confirmed by the senate. Authorizes the steering committee to submit to the governor a list of names for the position of chief information officer and requires the advice and consent from the senate. Sets a term limit for the steering committee members and chief information officer. (SD1)

RELATING TO EDIBLE CANNABIS PRODUCTS.

Allows and regulates the manufacturing of edible cannabis products as manufactured cannabis products by licensed medical cannabis dispensaries. Establishes requirements for manufacturing, handling, labeling, and packaging of manufactured cannabis products. Takes effect on 1/1/2050. (SD1)

RELATING TO THE PUBLIC UTILITIES COMMISSION.

Clarifies that the adjudicatory functions of the public utilities commission are exempt from part I of Hawaii's Sunshine Law, relating to meetings; provided that the non-adjudicatory functions of the commission shall be subject to part I of the Sunshine Law. (SD1)

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Requires the employees' retirement system to divest its investment portfolio of coal, oil, and gas companies within an unspecified number of years and to report certain information to the legislature. Takes effect 1/1/2045. (SD1)

RELATING TO THE STATEWIDE TRAFFIC CODE.

Prohibits smoking in a motor vehicle in which a person under the age of eighteen is present. Requires the department of health to report on the enforceability of this Act and coordination of related data collection activities of the respective law enforcement agencies.

RELATING TO THE RESEARCH CORPORATION OF THE UNIVERSITY OF HAWAII.

Limits the Research Corporation of the University of Hawaii's exemption from the procurement code for advertising for bids and purchases to be made in Hawaii to research, training, and development related contracts and projects that obtain federal or state grants and requires that all federal and state grants, contracts, and projects adhere to all federal procurement laws and regulations. RELATING TO CHARTER SCHOOL GOVERNING BOARDS.

Requires the members of governing boards of charter schools to be certified through programs on ethics, procurement, and fiduciary responsibilities and that are approved by the State Public Charter School Commission no later than their first year serving on the governing board. Requires all governing board members serving on July 1, 2018, to be certified no later than June 30, 2019. (SD1)
