Appropriates funds to the department of land and natural resources to provide assistance and supplemental funding to the National Wildlife Research Center of the U.S. Department of Agriculture to conduct pilot field studies to evaluate control tools and develop a management plan to reduce the rose-ringed parakeet population on Kauai.

Beginning June 1, 2019, requires authorized property insurers that cover losses resulting from an environmental event, including global warming, erosion, or both, to establish a Hawaii mandatory global warming and erosion reserve, to fund the payment of claims associated with global warming and erosion in the State's shoreline areas. Appropriates funds.
Requires owners or operators of ticket issuing machines to list a customer service number on the machine. Requires a person who is parking in a stall that is paid for by a ticket issuing machine to contact the owner or operator of the machine if the machine is inoperable within two hours to avoid being subject to towing. Requires the owner or operator of the inoperable ticket issuing machine to provide an attendant at the machine within thirty minutes. Prohibits a towing company from towing a vehicle that is parked in a parking stall that would otherwise require a person to pay for parking by means of a ticket issuing machine if the machine is inoperable if certain conditions are met. Requires the office of information practices to resolve all public complaints about noncompliance with chapter 92F and part I of chapter 92 within six months from the date the office of information practices receives the complaint.
Establishes transit oriented development districts along transit corridors as a community development district, empowers Hawaii community development authority to develop infrastructure in transit oriented development districts, and allows Hawaii community development authority to form public-private partnerships through a lease back arrangement.
