Appropriates funds for the establishment of one full-time equivalent (1.0 FTE) permanent position within the Animal Industry Division of the Department of Agriculture that shall find, solicit, and distribute grants for the control of feral game mammals.
Establishes a state income tax deduction for eligible contributions made by residents of the State into the HI529Hawaii's College Savings Program.
Establishes an income tax credit for qualified media facilities and infrastructure projects. Requires annual reports to the Legislature. Increases the motion picture, digital media, and film production income tax credit for qualified productions that are entirely produced in the State. Changes the cap amount and aggregate cap amount of the motion picture, digital media, and film production income tax credit to unspecified amounts.
Prohibits cyber harassment and cyberstalking. Allows for civil liabilities and injunctions for cyber harassment and cyberstalking.
Clarifies that the Hawaii historic preservation special fund may be used to repair and maintain historic government properties, except properties maintained through a separate, dedicated funding source.
Adopts the Uniform Guardianship, Conservatorship, and Other Protective Arrangements Act. Repeals the superseded Uniform Guardianship and Protective Proceedings Act.
Appropriates funds to the Executive Office on Aging within the Department of Health for the Hawaii Healthy Aging Partnership.
Allows the department of agriculture to extend the agricultural park lease of any lessee who holds a lease with a remaining term of 15 years or less; provided that the land covered by the lease is 25 acres or less, located in a county with a population of less than 500,000, and in active agricultural production.
Requires all health insurers in the state, including medicaid managed care programs, to cover annual mental health wellness examinations.
Decriminalizes prostitution. Increases the rights for victims of sex trafficking. Requires the county prosecutors to file motions or applications to expunge certain prostitution convictions. Appropriates moneys.
