Sen. Carol Fukunaga

Requires the department of health to establish a refrigerant management program to reduce emissions of high global warming potential refrigerants and any refrigerant that is an ozone depleting substance from operation of stationary, commercial, and industrial refrigeration equipment responsible and adopt rules for the regulation of the use of such refrigerants. Requires the state building code council to establish codes and standards consistent with the goal of reducing greenhouse gas emissions associated with hydrofluorocarbons when updating the state building code. Appropriates funds.

Creates licensure and regulation requirements for managers of homeowners' associations, planned community associations, cooperative housing corporations, and unit owners' associations in the State. Establishes an Association Manager Licensing Board within the Department of Commerce and Consumer Affairs.

Amends the definition of "wages" to include the payment of any paid time off or personal time off, holiday, sick, or vacation pay earned and payable in accordance with the terms of an employer's policy or a written agreement with the employer.

Removes biomass from the renewable portfolio standard definition of renewable energy.

Requires each member of a cooperative housing corporation board of directors, planned community association board of directors, and condominium association board to attend a training and certification course provided by the Real Estate Commission within one year of appointment or election or one year of the effective date of the Act. Requires the Real Estate Commission to establish and administer a training and certification program to ensure that every board member understands the member's legal and fiduciary obligations pursuant to chapters 421I, 421J, and 514B, Hawaii Revised Statutes.

Requires certain persons to immediately report to the family court if the person has reason to believe that a child in foster custody has suffered an injury that may constitute a tort claim. Establishes procedures for the family court to follow when investigating a potential tort claim on behalf of a child in foster care and when determining whether to authorize the filing of a tort claim on behalf of the injured child and whether to appoint outside counsel.

Authorizes the issuance of general obligation bonds and appropriates funds for capital improvement projects in the 11th senatorial district.

Appropriates moneys to the University of Hawaii for the acquisition of the Saint Francis School campus located at 2707 Pamoa Road in Honolulu.

Increases the maximum value of the low-income household renters credit to $150 per qualified exemption for households. Adjusts and provides income threshold tiers based on filing status.

Specifies sensitive locations in which the carrying of firearms is restricted or prohibited. Authorizes, in certain circumstances, the carrying of firearms on private property. Specifies areas in which the carrying or possession of electric guns is restricted or prohibited. Imposes certain firearm storage requirements for individuals licensed to carry firearms. Requires the Department of the Attorney General to submit to the Legislature, over a 4-year period, semi-annual reports on the public carrying of firearms.
