Establishes the sexual exploitation of minors steering committee to investigate issues related to sexually exploited minors. Requires interim and final reports to the Legislature. Appropriates moneys.
Requires the Hawaii Housing Finance and Development Corporation to comply with various development statutes, ordinances, charter provisions, and rules when developing on lands of the state conservation district or a county preservation district.
Requires that cesspools within five hundred feet of certain bodies of water be upgraded, converted, or connected if sold or transferred on or after 1/1/2026.
Establishes green infrastructure objectives, policies, and priority guidelines for state facility systems, infrastructure, and transit projects in the Hawaii State Planning Act to improve the quality of life for residents and visitors. Defines green infrastructure. Requires the Office of Planning and Sustainable Development, in partnership with the greenhouse gas sequestration task force, to submit a report to the Legislature.
Establishes the Hawaii Hydrogen Energy Industry Program within the Department of Business, Economic Development, and Tourism. Requires the Hawaii Hydrogen Energy Industry Program to design, implement, and administer activities to further the State's energy independence with a focus on utility-scale renewable energy projects and the harvesting, storage, and use of hydrogen as a renewable energy source. Requires the Department of Business, Economic Development, and Tourism to accomplish the objectives of the Hydrogen Energy Industry Program by offering tax credits, land, availability, and infrastructure support to accomplish the goals of the program.
Amends Act 257, Session Laws of Hawaii 2022, to authorize the School Facilities Authority to provide affordable housing to Department of Education teachers.
Increases the term that the Hawaii Community Development Authority may lease certain property from sixty-five to ninety-nine years. Retains terms for leases of ceded lands at sixty-five years.
Requires each county's Director of Finance, in consultation with the County Examiner of Drivers, to establish an Interpreter Services Program to assist Compact of Free Association citizens with utilizing the services provided by the Department of Motor Vehicles of each county. Appropriates funds.
Requires the Hawaii Housing Finance and Development Corporation or an eligible developer to prepare an environmental impact statement for any proposed housing project on lands zoned as preservation or conservation by the applicable county.
Requires compensation benefits for volunteer firefighters who are injured or killed in the line of duty to be determined based on equivalent firefighter pay based on years of service and rank, rather than on a rate of $18 per week.
