RELATING TO CORAL REEF ECOSYSTEMS.

Requires the Department of Land and Natural Resources, in consultation with the Department of Health, to prepare a report making recommendations on the establishment of a Hawaiʻi Near Shore Waters Quality Program to monitor and test for the quality of waters near coral reefs to assess and ensure health of reef ecosystems. RELATING TO THE STATE ARCHIVES.

Authorizes the state archives preservation and long-term access special fund to be used to preserve and provide long-term access to other materials preserved at the state archives, in addition to government records. Establishes additional funding sources for, and authorizes additional expenditures of moneys from, the state archives preservation and long-term access special fund. Appropriates funds. RELATING TO NOISE POLLUTION.

Establishes that a person's conduct that produces, or causes to be produced, noise exceeding a certain decibel level during night time hours in any area zoned as residential or mixed-use residential is an unreasonable noise that constitutes the offense of disorderly conduct. RELATING TO MEDICARE SUPPLEMENT INSURANCE.

Requires the insurance commissioner to establish an annual enrollment period for medigap insurance plans. Requires issuers of Medigap insurance in the State to accept an eligible individual's application for coverage during the open enrollment period. Prohibits issuers from denying the applicant a Medigap policy or certificate or making any premium rate distinctions due to various reasons, including health status. Requires the insurance commissioner to amend or adopt rules accordingly. Effective 12/31/3000. (HD1)

RELATING TO TELECOMMUNICATION.

RELATING TO ZONING EXEMPTIONS.

Requires the Hawaiʻi Housing Finance and Development Corporation to comply with various development statutes, ordinances, charter provisions, and rules when developing on lands of the state conservation district or a county preservation district.
