Establishes the Hawaiʻi Hydrogen Energy Industry Program within the Department of Business, Economic Development, and Tourism. Requires the Hawaiʻi Hydrogen Energy Industry Program to design, implement, and administer activities to further the State's energy independence with a focus on utility-scale renewable energy projects and the harvesting, storage, and use of hydrogen as a renewable energy source. Requires the Department of Business, Economic Development, and Tourism to accomplish the objectives of the Hydrogen Energy Industry Program by offering tax credits, land, availability, and infrastructure support to accomplish the goals of the program.
Creates within the Department of Health's wastewater branch a cesspool conversion section, which will be responsible for facilitating the conversion of cesspools within the State. Establishes and appropriates funds for three full-time equivalent positions within the cesspool conversion section in fiscal years 2023-2024 and 2024-2025 and three additional full-time equivalent positions within the section in fiscal year 2024-2025. Establishes a three-year New Wastewater System Demonstration Pilot Program within the University of Hawaiʻi Water Resources Research Center to examine and demonstrate new wastewater technology systems; implement those technologies in demonstration projects in areas across the State that are identified as Priority Level 1; and establish a similar ranking system for prioritization levels for the islands of Molokai, Lanai, and Niihau. Requires the University of Hawaiʻi Water Resources Research Center to submit reports to the Legislature. Appropriates funds for the pilot program. Effective 6/30/3000. (HD2)
Requires the Department of Land and Natural Resources to create a strategic plan for maintenance dredging of important port and harbor locations and report the plan to the Legislature. Requires the Department of Land and Natural Resources to complete a minimum of two projects identified in the strategic plan. Appropriates funds. Effective 7/1/2050. (SD1)
Adopts the Uniform Guardianship, Conservatorship, and Other Protective Arrangements Act. Repeals the superseded Uniform Guardianship and Protective Proceedings Act.
Requires certain amounts of child support moneys collected by the Department of Human Services for public assistance of a child to pass through to the family receiving public assistance. Requires the Department of Human Services to disregard passed-through child support payments when calculating the income of an applicant for or recipient of public assistance. Increases the maximum fine for an employer who discharges from employment, refuses to employ, or takes disciplinary action against a noncustodial parent subject to income withholding or who fails to comply with an order of assignment of future income to pay child support. Appropriates funds.
Appropriates funds to the Department of Land and Natural Resources for the Community Fuels Reduction Project. Beginning with fiscal year 2025-2026 and each fiscal year thereafter, requires the Department of Land and Natural Resources to establish the Community Fuels Reduction Project as a separate line item within the Department's budget. Authorizes the issuance of general obligation bonds and appropriates funds for capital improvement projects in the 11th senatorial district.
Requires certain persons to immediately report to the family court if the person has reason to believe that a child in foster custody has suffered an injury that may constitute a tort claim. Establishes procedures for the family court to follow when investigating a potential tort claim on behalf of a child in foster care and when determining whether to authorize the filing of a tort claim on behalf of the injured child and whether to appoint outside counsel.
Prohibits the construction of new farm dwellings on agricultural park lots beginning 1/1/2024. Prohibits residence within an unpermitted farm dwelling. Authorizes inspections.
