Establishes the shipping container inspection program and appropriates funds for the shipping container inspection program. Requires the Department of Public Safety to submit reports to the Legislature on implementation of the shipping container inspection program. Appropriates funds.

Specifies sensitive locations in which the carrying of firearms is restricted or prohibited. Authorizes, in certain circumstances, the carrying of firearms on private property. Specifies areas in which the carrying or possession of electric guns is restricted or prohibited. Imposes certain firearm storage requirements for individuals licensed to carry firearms. Requires the Department of the Attorney General to submit to the Legislature, over a 4-year period, semi-annual reports on the public carrying of firearms.
Requires compensation benefits for volunteer firefighters who are injured or killed in the line of duty to be determined based on equivalent firefighter pay based on years of service and rank, rather than on a rate of $18 per week.
Requires the department of health to establish a refrigerant management program to reduce emissions of high global warming potential refrigerants and any refrigerant that is an ozone depleting substance from operation of stationary, commercial, and industrial refrigeration equipment responsible and adopt rules for the regulation of the use of such refrigerants. Requires the state building code council to establish codes and standards consistent with the goal of reducing greenhouse gas emissions associated with hydrofluorocarbons when updating the state building code. Appropriates funds.
Authorizes counties to require their approval for condominium projects located in agricultural districts that are greater than ten acres prior to the creation of the condominium property regime. Requires a condominium map to be accompanied by a letter certifying that the condominium property regime will conform to the applicable County's zoning laws. Effective 6/30/3000. (HD1)
Authorizes the Department of Transportation to regulate the parking of shared cars at state airports. Authorizes the counties to regulate the parking utilized by shared cars. Amends the required coverage for shared cars that are made available through a peer-to-peer car-sharing program during the car-sharing period. Makes permanent peer-to-peer car-sharing insurance requirements. Effective 1/1/2024. (CD1)
Authorizes a condominium association to provide a summary of the required information in its budget. Authorizes a condominium association's reserve study to forecast a loan or special assessment to fund life safety equipment or installations for any building located in a county with a population greater than five hundred thousand. Authorizes a condominium association to use a third party to conduct a reserves study on behalf of the condominium. Clarifies the information to be included in the description of how the estimated replacement reserves assessments are computed. (CD1)
Authorizes wages of other employees in comparable employment to be considered when computing the average weekly wages of an injured public board member, reserve police officer, police chaplain, reserve public safety law enforcement officer, sheriffs' chaplain, volunteer firefighter, volunteer boating enforcement officer, or volunteer conservation and resources enforcement officer. Clarifies computation of average weekly wages of an injured volunteer firefighter for workers' compensation benefits purposes. (CD1)
Appropriates funds to the Department of Agriculture to establish and implement a GroupGAP food safety training and certification program. (CD1)
Changes the governmental entity responsible for the administration of the Address Confidentiality Program from the Office of the Lieutenant Governor to the Department of Law Enforcement. Allows the Department of Law Enforcement to contract with a third party for the mail forwarding and acceptance of service of legal process aspects of the program. Appropriates funds for full-time equivalent positions, operating costs, and equipment to support the Department of Law Enforcement in administering the Address Confidentiality Program.
