Requires the department of land and natural resources to place markers in the State to indicate significant sites in the life of President Barack Obama and appropriates funds to place the markers throughout the State.
Excludes from the State Code of Ethics' prohibition against acceptance of gifts by legislators and employees, foreign protocol gifts, gifts of aloha, invitations to certain events, and meals, under certain conditions. Defines foreign protocol gifts and gifts of aloha.
Retains institutional, health, and correctional workers except for City and County of Honolulu Emergency Medical Services Department employees under bargaining unit (10). Creates a separate bargaining unit (16) for City and County of Honolulu Emergency Medical Services Department employees.
Establishes a surcharge equal to twenty-five per cent of the net proceeds from the sale of certain residential property within a period of five years after the date of purchase if the owner is ineligible for a county homeowner's exemption on property tax.
Requires the hourly wage required to be paid to tipped employees to be no less than the minimum wage rate, in addition to all tips.
Provides periodic adjustments to the minimum wage using the Honolulu Region Consumer Price Index.
Establishes that the representative of labor on the Hawaii Labor Relations Board be a person selected by a majority of the exclusive representatives of the collective bargaining units.
Promotes development within one-half mile radius of any station along the rail transit system. Eliminates certain restrictions for developing state-owned real property located within one-half mile radius of any station along the rail transit system. Permits high-density development of state-owned real property located within one-half mile radius of any station along the rail transit system.
Expands the definition of public works to include projects involving no government contracting agency, projects using land owned by or leased from the State or counties, projects granted waivers or exemptions from state or county fees, and projects exempt from any state or county taxes.
Appropriates funds to restore diagnostic, preventive, and restorative dental benefits to adult medicaid enrollees; provided that the department of human services obtains maximum federal matching funds available and pursues all funding sources, including private grants, prior to expending any general fund appropriations.
