Requires original equipment manufacturers of digital electronic equipment to make documentation, parts, and tools available to independent repair providers and owners for the purposes of diagnosis, maintenance, and repair on fair and reasonable terms.
Prohibits the construction of new farm dwellings on agricultural park lots. Prohibits residence within an unpermitted farm dwelling. Authorizes inspections.
Establishes a conveyance tax vacancy surcharge on the conveyance of prolonged vacant property. Disallows dividends paid deduction for real estate investment trusts. Provides ten percent allocation of revenue from real estate investment trusts for use by the Hawaii Housing Finance and Development Corporation. Applies to taxable years beginning after 12/31/2022.

Expands the grounds for the department of labor and industrial relations to determine that services performed by an individual for wages or under a contract of hire are not employment for purposes of the Hawaii employment security law. Replaces references to master and servant with the common law equivalent of employer and employee.
Clarifies that candidates who do not seek reelection or election to any other office may use the campaign funds without regard to any election period or return funds to contributors until four years from the end of that candidate's term of office.

Appropriates funds to establish one full-time equivalent (1.0 FTE) program director position and one full-time equivalent (1.0 FTE) staff member position, and to provide for employee training, materials and supplies, other costs associated with the state building code council, and any costs necessary to establish a full-time office.
Establishes a tree trimming division within the Department of Land and Natural Resources, which shall be responsible for the removal, trimming, or management of trees, including albizia trees, that pose a threat to lives, property, or infrastructure. Appropriates moneys and establishes 3.0 FTE positions for the establishment of the division. Directs the division to undertake as its first project the trimming of albizia trees within Waiahole Valley in the City and County of Honolulu.
