Appropriates funds to the department of land and natural resources to study and combat rapid ohia death in the State.
Grants certain emergency powers to the Department of Land and Natural Resources when certain conditions are met to facilitate quicker response and management efforts for controlling feral ungulate populations. Makes an appropriation to the Department of Land and Natural Resources for the Maui branch of the Division of Forestry and Wildlife to fund positions and purchase equipment necessary to address axis deer population management and control.
Increases the general excise tax to 4.5%. Doubles the amount of the refundable food/excise tax credit.
Establishes June 19 of each year as Juneteenth Day to commemorate the emancipation of enslaved African Americans throughout the former confederate states.
Authorizes the issuance of general obligation bonds to finance plans for a state archives master plan. Appropriates funds.
Authorizes issuance of GO bonds to finance, design, and construct a new gymnasium at President Theodore Roosevelt high school.
Authorizes county council members to caucus during official council meetings.
Beginning 1/1/2031, increases the general excise tax to 4.5%. Doubles the amount of the refundable food/excise tax credit. Increase in tax credit applies to taxable years beginning after 12/31/2021.
Provides appropriations for collective bargaining cost items for the members of bargaining unit (14) and their excluded counterparts, including the cost of salary adjustments and Hawaii employer-union health benefits trust fund costs negotiated between the State and the bargaining unit representative for fiscal biennium 2021-2023.
Increases the minimum wage for certain employees to $12.00 per hour beginning 7/1/2022. (SD1)
