Modernizes the definition of "personal information" for the purposes of notifying affected persons of data and security breaches. Includes licensees subject to the Insurance Data Security Law pursuant to article 3B, chapter 431, Hawaiʻi Revised Statutes, among the businesses deemed compliant with the chapter's security breach notice requirements. Effective 7/1/2050. (SD1)
Increases the refundable food/excise tax credit. Applies to taxable years beginning after 12/31/22.
Establishes a nationally certified school psychologist incentive program. Appropriates funds for the incentive program.
Requires the Department of Education to establish long-term targets to locally source sixty per cent of school meals and zero-emission vehicle goals as part of the Sustainable Schools Initiative. Requires an annual report to the Legislature.
Proposes a constitutional amendment to provide for a citizens assembly and to authorize the citizens assembly to propose to the Legislature constitutional and statutory revisions or amendments to the laws governing elections, political campaigns, campaign finance, ethics, referendum, reapportionment, legislative process, and public access to information.
Requires the Department of Education to establish zero-emission vehicle goals and plant-based food goals as part of the sustainable schools initiative. Requires annual report to the Legislature.
Establishes the offense of fraud as a class B felony. Disqualifies a person from holding elective public office for a period of ten years upon conviction of fraud.
Establishes a paid family leave program for state and county employees. Authorizes a qualifying employee to take up to 12 weeks of paid leave for the birth or placement of a child or to care for a family member who has a serious health condition. Requires the employee to agree to subsequently work for the employer for at least 12 weeks upon return to service except under certain conditions.
Authorizes and establishes procedures and criteria for prescriptive authority for clinical psychologists who meet specific education, training, and registration requirements. Requires the Board of Psychology to accept applications for prescriptive authority privilege beginning 7/1/2025. Requires the Board of Psychology to report to the Legislature prior to the Regular Session of 2024. Appropriates funds to the Board of Psychology to implement prescriptive authority privilege for certain clinical psychologists. Effective 12/31/2050. (SD1)
