Amends the income tax credit for expenses for household and dependent care services necessary for gainful employment by increasing the taxpayer's applicable percentage of employment-related expenses and dollar limit on amounts creditable that constitute the tax credit. Requires the department of taxation to make annual adjustments for inflation to the adjusted gross income thresholds and dollar limits on amounts creditable. Applies to taxable years beginning after 12/31/22.
Establishes the compacts of Free Association Census Task Force within the Department of Human Services to conduct a census of COFA residents in Hawaiʻi.
Appropriates funds to the Executive Office on Aging within the Department of Health for the Hawaiʻi Healthy Aging Partnership.
Prohibits the construction, modification, or expansion of any waste or disposal facility for hazardous waste or solid waste on land that is near or above a significant aquifer as determined by the Department of Health in consultation with the Commission on Water Resource Management. Appropriates funds for a three-year continuation of the wind-generated storm damage reef-insurance policy purchased by The Nature Conservancy in November 2022.
Establishes green infrastructure objectives and policies for transportation systems, infrastructure, and projects. Establishes the green transportation infrastructure task force to examine, evaluate, and develop policies for the design, implementation, and maintenance of green transportation infrastructure. Reduces the number of members on the Hawaiʻi Tourism Authority Board of Directors and number of members that constitute a quorum. Prohibits holdover board members of the Hawaiʻi Tourism Authority from holding office beyond the commencement of the next legislative session following the expiration of the member's term of office. Requires the Public Access Room to establish and maintain an outreach and engagement program for primary, secondary, post-secondary, and community education and appropriates funds for one full-time equivalent (1.0 FTE) position to assist in effectuating this requirement. Requires the Department of Education and University of Hawaiʻi to assign appropriate staff to coordinate with the Public Access Room with respect to the outreach and engagement program. Requires restaurants to clearly disclose to customers how tips are allocated to employees.
