Clarifies that the authorization for board and commission holdover members to continue in office until a successor is nominated and appointed, but not beyond the end of the second regular legislative session following the expiration of the member's term of office, takes precedence over all conflicting statutes concerning holdover members. Requires that prior to the adoption, amendment, or repeal of an administrative rule, electronic notice of the proposed rulemaking be provided to all persons who have made a timely written request to, and provided a valid working email address to, the adopting agency for advance notice of its rulemaking proceedings. Requires that alterations to administrative rules be displayed in Ramseyer format and the full text of rules be made available in a digitally accessible and searchable format. Effective 6/30/3000. Requires and appropriates moneys for the department of human resources development to submit an annual report to the legislature on the telework policies of the executive branch. Establishes requirements for a pilot telework monitoring system to assess the productivity of telework employees. Appropriates funds for the annual report, pilot telework monitoring system, positions to manage the pilot telework monitoring system, and manager training. Effective 6/30/3000. (HD2)
Establishes a comprehensive system of public financing for all candidates seeking election to state and county public offices in the State of Hawaiʻi, to begin with the 2028 general election year. Requires the Campaign Spending Commission to submit a progress and final report to the Legislature. (SD2)
By 1/1/2027, requires the Department of Labor and Industrial Relations to establish a family and medical leave insurance program and begin collecting payroll contributions to finance payment of benefits. By 1/1/2028, requires the Department to start receiving claims and paying benefits under the program. Specifies eligibility requirements and employee protections under the program. Authorizes the Insurance Commissioner to disclose records, including but not limited to Supplemental Compensation Exhibits, submitted to the Insurance Commissioner that describe the name, title, or compensation of the directors, trustees, officers, or employees of insurers, mutual benefit societies, health maintenance organizations, or dental insurers. Provides that the disclosure of the records shall not constitute a clearly unwarranted invasion of personal privacy under section 92F-13, HRS. (SD1)
Require the third meeting of a board to deliberate and act on a matter investigated by a group of its members to be held at least six days after the second meeting. Takes effect 4/14/2112. (SD2)
