Appropriates funds to the Department of Transportation to implement the recommendations of Task Force on Mobility Management, established pursuant to Act 214, SLH 2013, in consultation with the Aging and Disability Resource Center of the Executive Office on Aging and other stakeholder groups. Establishes an expanded crisis intervention and diversion activities program within the department of health to expand existing activities to divert those with mental health issues to appropriate health care services. Defines "crisis center" and "crisis intervention officer". Authorizes a person believed to be imminently dangerous to self or others by a law enforcement officer to be assisted by a crisis intervention officer and transported to a designated crisis center. Appropriates funds for the expanded crisis intervention and diversion activities program and for certification of law enforcement officers in mental health first aid by the department of health. Appropriates funds to the Wildfire Management Branch of the Department of Land and Natural Resources' Division of Forestry and Wildlife to provide nonprofit organizations with grants for wildfire preparedness and mitigation programming. Effective 7/1/3000. (HD1)

Establishes a comprehensive system of public financing for all candidates seeking election to state and county public offices in the State, to begin with the 2026 general election year. Requires the Campaign Spending Commission to submit a progress and final report to the Legislature. Appropriates funds. Effective 6/30/3000. (HD2)

Allows an election candidate, treasurer, or candidate committee to use campaign funds for the candidate's child care and vital household dependent care costs under certain conditions. Effective 6/30/3000. (HD2)

Appropriates funds to hire complex-based licensed behavioral health specialists for Hawaiʻi's rural public schools. Effective 6/30/3000. (HD2)

Appropriates funds to the department of business, economic development, and tourism for the governor to plan and coordinate the festival of pacific arts and culture to be held in Honolulu from 6/6/2024 to 6/16/2024. Requires the department of business, economic development, and tourism to submit, prior to the release of the funds appropriated by this Act, a report detailing how previous state funds that were appropriated for the festival were expended and, no later than twenty days prior to each regular session until the funds appropriated by this Act are fully expended or lapse, a report on the governor's festival expenses for the preceding year. Dissolves the commission on the 13th festival of pacific arts. Assigns to the governor the duties for planning and coordinating all state-sponsored and other celebration events staged for the festival of pacific arts and culture. Effective 6/30/3000. (HD2)

Requires the University of Hawaiʻi College of Tropical Agriculture and Human Resources, in consultation with livestock industry stakeholders, to conduct a study to assess the effects of heat stress on beef cattle during interisland ocean transportation. Appropriates funds to the University of Hawaiʻi at Manoa to establish additional permanent mental health practitioner positions within the Division of Student Success' Counseling and Student Development Center. Effective 6/30/3000. (HD2)

Increases the fines for violating provisions relating to the installation of noisy exhaust pipes and mufflers. Authorizes police officers to conduct examinations and inspections if the officer has probable cause to believe that a vehicle's excessively noisy muffler is evidence of a violation.
