RELATING TO REAL PROPERTY TRANSACTIONS.

Requires a purchaser or transferee to execute a sea level rise hazard exposure statement with every sale or transfer of real estate that acknowledges that the purchaser or transferee has looked at the appropriate sea level rise hazard exposure map and accepts risks of purchasing or accepting a transfer of property that is at risk of climate-related exposure. Takes effect 11/01/2019. (SD1)

RELATING TO WORKERS' COMPENSATION PRESCRIPTION DRUG REIMBURSEMENT.

Limits physician-dispensed prescription drugs in workers' compensation claims to the first 30 days from the work injury date. Lowers the reimbursement rates of prescription drugs in workers' compensation claims. Takes effect 1/1/2045. (SD1)

RELATING TO EMPLOYMENT PRACTICES.

Prohibits an employer from suspending, discharging, or discriminating against an employee for testing positive for cannabis if the employee is a registered qualifying patient who is authorized for the medical use of cannabis. Provides certain exceptions. (SD1)

RELATING TO VOTING.

Beginning on January 1, 2019, requires that any person who is eligible to vote and applies for a new or renewed motor vehicle driver's license, provisional license, instruction permit, limited purpose driver's license, limited purpose provisional driver's license, limited purpose instruction permit, or identification card shall be automatically registered to vote if that person is not already registered to vote; provided that upon receipt of notification from the respective county clerk the applicant shall have twenty-one calendar days to opt-out of automatic voter registration. Makes an appropriation. (SD1)

RELATING TO THE HAWAII LABOR RELATIONS BOARD.

Requires the Hawaii Labor Relations Board to adopt emergency rules if the Board finds that Hawaii's collective bargaining in public employment law, or the application thereof, is inconsistent with any federal or state law and the adoption of an emergency rule is urgently needed. Takes effect 1/1/2045. (SD1)

RELATING TO MANUFACTURED CANNABIS PRODUCTS.

Authorizes the department of health to authorize companies to partner with medical cannabis dispensaries to participate in the manufacture of consumable manufactured cannabis products. Establishes additional requirements and amends existing requirements regarding manufactured cannabis products.

RELATING TO CONDOMINIUMS.

Clarifies the process, including payment obligations, mediation requirements, and triggers for further default, where a condominium unit owner and association reach a payment plan to resolve a nonjudicial foreclosure. Establishes procedures that provide condominium owners with the right to submit disputed legal fees, penalties or fines, late fees, lien filing fees, or other charges, except for common expense assessments, to the mediation process prior to payment.

RELATING TO VISITOR IMPACTS.

Requires that a percentage of the Hawaii tourism authority's budget be transferred to the department of land and natural resources and the counties if the number of visitor arrivals in the State exceeds nine million, or if the number of visitor arrivals in any county exceeds 6.5 million. Requires the Hawaii tourism authority to submit an action report to the legislature. (SD1)

RELATING TO THE PAIA BYPASS.

Authorizes the issuance of general obligation bonds for appropriation funds to the department of transportation to plan, design, and construct the Pa‘ia bypass.
