Requires two hours of annual in-service training in suicide prevention for all teachers, principals, and school counselors. Makes an appropriation. (SD1)

Prohibits smoking in a motor vehicle in which a person under the age of eighteen is present. Requires the department of health to report on the enforceability of this Act and coordination of related data collection activities of the respective law enforcement agencies.
Limits the Research Corporation of the University of Hawaii's exemption from the procurement code for advertising for bids and purchases to be made in Hawaii to research, training, and development related contracts and projects that obtain federal or state grants and requires that all federal and state grants, contracts, and projects adhere to all federal procurement laws and regulations. Requires the committee on weights to submit a report to the legislature detailing any changes to the funding formula within thirty days of the change. (SD1)
Places restrictions on the ability of financial institutions to sell residential mortgage loans to other financial institutions. Defines "residential mortgage loans" as any loan primarily for personal, family, or household use that is secured by a mortgage, deed of trust, or other equivalent consensual security interest on a dwelling or residential real estate upon which is constructed or intended to be constructed a dwelling, and includes refinancings, reverse mortgages, home equity lines of credit, and other first and additional lien loans that meet the qualifications of the definition.
Establishes a rental motor vehicle surcharge dedicated to road improvements in the county in which the funds are generated.
Authorizes the issuance of GO bonds and appropriates funds for the construction of the Hawaii early phase cancer clinical trials program at the University of Hawaii cancer center.
Prohibits a person from intentionally or knowingly manufacturing, importing, installing, reinstalling, distributing, selling, or offering for sale any counterfeit supplemental restraint system component, nonfunctional airbag, or airbag that does not meet federal safety requirements. Prohibits a person from intentionally or knowingly selling, offering for sale, installing, or reinstalling in a motor vehicle any device that causes the motor vehicle's diagnostic systems to fail to warn that the motor vehicle is equipped with a counterfeit supplemental restraint system component or nonfunctional airbag or that no airbag is installed, as applicable. Clarifies the intent of the small business regulatory review board's power when reviewing state and county administrative rules that impact small businesses.
Allows the University of Hawaii John A. Burns school of medicine with support from the department of health to collect data from voluntary qualifying patients, maintain a database, and conduct research and development regarding the efficacy of medical cannabis use in the State and related health outcomes. Makes an appropriation.
